Description

Reporting to the Manager, Budget & Financial Planning, the Finance Business Partner provides financial, analytical, and business planning support to assigned departments. This position supports budgeting, forecasting, financial analysis, financial reporting, and decision-making activities by maintaining financial information, preparing analysis and recommendations, and collaborating with stakeholders across the organization to support organizational objectives.

Duties Include, But Are Not Limited To

• Support budgeting, forecasting, variance analysis, financial reporting, and financial performance monitoring for assigned departments.
• Prepare financial analysis, reconciliations, forecasts, working papers, and supporting documentation to inform operational and capital decision-making.
• Collaborate with departments to support program-based budgeting, resource allocation, cost classification, and financial planning.
• Monitor financial results, identify trends, variances, risks, and opportunities, and provide recommendations to management.
• Support long-term financial planning, reserve analysis, funding strategies, grant reporting, and other financial compliance requirements.
• Ensure financial information complies with Public Sector Accounting Standards (PSAS), the Municipal Government Act, and corporate policies and procedures.
• Administer and maintain budget systems, financial data, reporting structures, templates, and models while ensuring data integrity and accuracy.
• Provide user support for financial systems and promote consistent application of budgeting methodologies, financial policies, and reporting standards.
• Support the development, implementation, and monitoring of financial procedures, internal controls, audit recommendations, and risk mitigation initiatives.
• Identify and implement continuous improvements to financial processes, systems, reporting, templates, and documentation.
• Develop training materials and provide guidance to departments on budgeting, financial systems, and corporate financial practices.
• Support organizational initiatives that advance diversity, inclusion, and Truth and Reconciliation within the department, organization, and community.

Requirements

The ideal candidate will possess a post- secondary diploma or degree in Business, Accounting, Finance, or a related discipline. An equivalent combination of education and experience may be considered. Candidates working toward a Chartered Professional Accountant (CPA) designation are preferred. A minimum of three (3) years of experience in budgeting, accounting, financial reporting, or financial analysis is required, with municipal or public sector experience considered an asset. The successful candidate will have a strong working knowledge of budgeting, forecasting, variance analysis, reconciliations, financial reporting principles, and an understanding of Public Sector Accounting Standards (PSAS) and municipal financial practices. Strong analytical, organizational, and problem-solving skills are essential, along with the ability to interpret financial information, identify trends and discrepancies, and communicate findings clearly and effectively. The successful candidate will demonstrate exceptional attention to detail, accuracy, and the ability to manage multiple priorities while building collaborative working relationships across departments. Proficiency with Microsoft 365 applications, particularly Excel, and experience using financial and enterprise resource planning (ERP) systems, such as Microsoft Dynamics GP, FMW Web, PSD Citywide, and Intelli Leisure, are required. The ability to quickly learn new technologies and systems, along with a commitment to ongoing professional development in public sector finance, is considered an asset.

Hours of Work: 37.5 per week, Monday to Friday

The City of Fort Saskatchewan offers a salary range of $79,092.00 to $93,054.00 per annum.
