Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. Trans Mountain is seeking a collaborative, motivated, and values-driven individual to join our dynamic team as Director, Construction Management, Inspection & Quality.

In this position, you will play a key role in leading construction execution, inspection programs, and quality management across Trans Mountain's major capital and sustaining projects. Reporting to the Vice President, Major Projects, you will provide strategic leadership and oversight to ensure projects are executed safely, efficiently, and in accordance with regulatory requirements, approved specifications, and corporate standards.

The successful candidate will bring extensive experience leading construction, inspection, and quality functions within large-scale capital project environments and demonstrate the ability to drive contractor performance, field execution excellence, quality compliance, and operational readiness. This position offers the opportunity to influence project outcomes, strengthen execution performance, and support the successful delivery of critical energy infrastructure projects.

This is a rare opportunity to lead the construction, inspection, and quality function at a pivotal moment for Trans Mountain. Building on the success of the Expansion Project and a growing portfolio of major work, the Director will drive the construction execution and quality consistency that keeps field work safe, compliant, and built right, and build the high-performing team behind it. It is a role with visible impact, executive exposure, and the opportunity to shape how Trans Mountain builds for the long term.

Key Responsibilities

  • Champion a visible, felt safety leadership culture across the portfolio, holding project teams and contractors accountable for HSE performance and personally modelling Trans Mountain's commitment to safety.
  • Provide strategic leadership and integration across construction management, inspection, third-party inspection, and quality functions to support safe, compliant, and efficient project execution.
  • Establish and govern construction execution standards, strategies, processes, and controls that drive consistency and execution excellence across major capital projects.
  • Lead the development and implementation of inspection and quality assurance/quality control (QA/QC) programs aligned with regulatory requirements, project specifications, and corporate standards.
  • Oversee contractor and vendor performance to ensure conformance with approved scopes, specifications, safety requirements, construction standards, and quality expectations.
  • Direct construction oversight programs, field inspection activities, audits, and verification processes to ensure work is completed in accordance with approved requirements.
  • Lead continuous improvement initiatives by identifying lessons learned and embedding best practices into standards, procedures, construction methodologies, and training programs.
  • Partner with Project Management, Project Controls, Engineering, and Operations to ensure constructability, quality, commissioning readiness, and operational requirements are incorporated throughout project execution.
  • Build and sustain strong relationships with internal and external stakeholders, including regulators, Indigenous communities, contractors, suppliers, consultants, and other project partners.
  • Provide executive leadership with transparent reporting and insights related to construction progress, contractor performance, quality metrics, inspection outcomes, and key project risks.
  • Lead and develop construction, inspection, and quality personnel, ensuring clear accountability, strong performance management, workforce capability development, and alignment with project delivery objectives.
  • Monitor construction execution and proactively mitigate risks related to safety, quality, contractor performance, resource availability, and field productivity.
  • Champion a culture of Safety, Integrity, Respect, and Excellence across all construction, inspection, and quality activities.

Qualifications and Professional Experience

  • A minimum of 15 years of progressive experience in construction management, project management, inspection, and quality roles supporting large-scale capital projects, ideally within pipeline, energy, industrial, or infrastructure sectors.
  • Post-secondary education in Engineering, Construction Management, Project Management, or a related discipline.
  • Demonstrated leadership experience managing multidisciplinary teams across field and office environments with accountability for construction execution and project delivery outcomes.
  • Robust knowledge of QA/QC systems, construction management practices, inspection methodologies, construction standards, and regulatory requirements within a highly regulated environment.
  • Proven ability to develop and execute strategic plans that align construction, inspection, and quality objectives with broader project and organizational goals.
  • Strong commercial and contractual acumen, including experience managing contractor and supplier performance across complex project delivery environments.
  • Demonstrated experience implementing governance frameworks, inspection programs, quality management systems, and continuous improvement initiatives that strengthen construction performance and quality outcomes.
  • Exceptional communication and stakeholder management skills, including the ability to communicate complex technical information clearly and effectively to field personnel, contractors, regulators, and executive leadership.
  • A collaborative and inclusive leadership style with a demonstrated ability to mentor, coach, and develop high-performing teams.
  • Demonstrated commitment to safety leadership, with a track record of building strong HSE culture and performance on complex capital projects, including a learning-based, non-blaming approach to safety and human performance.
  • Proven organizational and strategic planning skills, with the ability to manage competing priorities and deliver results in a fast-paced, complex environment.
  • Commitment to fostering a culture of Safety, Integrity, Respect, and Excellence in all aspects of work.

Working Conditions

  • Periodic travel to project sites and field locations will be required.
  • Regular site presence may be required to support project execution, contractor oversight, inspections, audits, and stakeholder engagement activities.
  • Occasional extended hours may be required to support critical project milestones and construction activities.
