The Compensation Range is the span between the minimum and maximum base salary for a position. In the normal course, employees will be hired, transferred or promoted between the minimum and midpoint of the salary range for a job.

Job Description Summary

The mission of the Office of the University Counsel (the “OUC”) is to:

  • apply sound judgment, thoughtful analysis, and constructive advice to help identify and manage risk, legal and otherwise;

  • provide legal advice and services that are timely, pragmatic, and proactive; and

  • work with academic and administrative units to streamline legal processes, wherever appropriate.

The Manager, Conflict of Interest, leads the OUC’s analysis and review of the University’s complex COI Policy (SC3) and related matters. The Manager identifies and leads initiatives to promote awareness of, compliance with, and effectiveness of the COI Policy. The Manager oversees the administration and updating of the University’s systems for declaring conflicts of interest while also providing consultation services and advice to the University community about the University’s policies relating to conflicts of interest. The Manager works closely with the University Counsel, the University’s Conflict of Interest Committee and with the Chair of that Committee.

Organizational Status

Reports to the University Counsel. Supervisor to the Conflict of Interest Administrator. Works closely with the Chair of the Conflict of Interest Committee to provide direct support for the Committee’s activities. Develops and provides advice on complex issues to Administrators, Department Heads, Associate Deans and Deans.

Work Performed

  • Leads and coordinates the analysis of complex, significant, or unique cases on behalf of the OUC.

  • Presents findings on issues and concerns to legal counsel for assessment and direction regarding policy implications, potential mitigations, or procedural responses.

  • Engages with Deans, Department Heads, Senior Managers, and other units on campus to clarify concerns and source relevant information on conflict of interest issues.

  • Leads the in-depth analysis of collected information, identifies issues and sensitive cases with significant implications for the integrity and reputation of the University, and prioritizes risks.

  • Consults with legal counsel, external counsel, and other providers to understand and formulate strategies to respond to complex, significant, or unique cases on their behalf.

  • Presents issues for consideration by the Conflict of Interest Committee. Develops recommendations for risk mitigation and conflict management.

  • Advises senior administrators on the development of appropriate conflict management strategies.

  • Provides high-level reports on COI Policy files and other relevant policies.

  • Oversees the implementation of case advice from legal counsel, external counsel, or the COI Committee.

  • Initiates, develops and leads significant initiatives that will:

    • Improve the operations/efficiency of the Conflict of Interest area within the OUC;

    • Collaborate with peers at UBC and other research universities to leverage broad experience and align best practice regarding COI policy development, risks, case analysis, management plans, and administrative procedures.

  • Conducts comprehensive needs assessment on the training and policy awareness requirements across the University, and develops training programs, systems and resources to meet the training and policy awareness needs.

  • Leads the review process for conflict of interest related policies.

  • Responsible for managing expenses associated with COI initiatives and activities.

  • Provides operational oversight for the Conflict of Interest Committee; including maintaining committee membership and coordinating bi-monthly meetings.

  • Monitors the operational effectiveness of the University’s administrative systems for receiving, tracking, reporting, and handling disclosures of conflicts of interest and conflicts of commitment in both the Researcher Information System (RISe) and Workday (WD),

  • Oversees the work and responsibilities of the Conflict of Interest Administrator.


Consequence of Error/Judgement

Regularly deals with materials of a highly sensitive nature. Cases under review regularly have significant implications for the integrity and reputation of the University, and reputation and wellbeing of UBC’s staff, faculty, and students. Reputational, legal, and financial implications if handled inappropriately. Efficacy of policy and handling of cases have direct implications for the integrity and reputation of the institution. Direct implications for research funding agencies.

Works independently under the direction of the University Counsel. Seeks advice from the University Counsel, legal counsel, or others as required.

Minimum Qualifications

- Undergraduate degree in a relevant discipline.

- Minimum of three years of related experience or the equivalent combination of education and experience.
- Willingness to respect diverse perspectives, including perspectives in conflict with one’s own.
- Demonstrates a commitment to enhancing one’s own awareness, knowledge, and skills related to equity, diversity, and inclusion.

Preferred Qualifications

  • Experience with administrative bodies preferred (preferably within a university environment).

  • Knowledge of UBC policies and procedures preferred.

  • Demonstrated organizational experience preferred.

  • Public speaking experience preferred.

  • Knowledge of conflict of interest preferred.

  • Ability to manage implementation of computer software systems preferred.

  • Attention to detail; ability to exercise judgement, tact, and discretion; and effective organizational, communication, and problem-solving skills are essential.
