THE JOB: Analyst, Analytics & Portfolio Support

The starting salary range falls within the minimum to mid-point of the salary range.

Starting Salary Range: $70,856 - $88,570

Reporting to the Manager, Analytics & Portfolio Support, the Analyst, Portfolio Support will support the design, delivery, and improvement of FPSC programs and projects by providing quality improvement expertise, project support, data analysis, developing recommendations, and collaborating and engaging key stakeholders both internally and externally.

This role will support the implementation and evaluation of FPSC programs by translating qualitative and quantitative data for a variety of audiences and formats to enable data-informed decision-making by program leadership. The analyst will work closely with the project team to refine and improve the design of data collection and assessment tools (including those used to capture larger program level data), maintain data standards, initiate surveys and/or focus groups with key partners as needed, apply consistent methodology to allow for comparative analysis across jurisdictions and will summarize and present outcomes to sponsors and key stakeholders including JCC leadership and the FPSC.

This position will analyze program data, review trends and gaps in data collection to inform strategic and operational decision-making at the APS, FPSC, and JCC leadership levels. The analyst will also prepare materials including, but not limited to: data visualizations, briefing notes, guides and guidelines, presentations, forecast reports, year-end reports, risk assessments and summaries of qualitative and quantitative analyses.

The Analyst will develop strong relationships with all stakeholders in the program including other FPSC team members, the Doctors of BC, the Ministry of Health, Divisions of Family Practice, regional health authorities, and physicians and their teams to facilitate changes necessary for the success of FPSC programs.

WHAT SUCCESS LOOKS LIKE

Analytical Thinking (B):

  • Collates and reports information. Identifies trends and exceptions. Investigates to define problems more accurately
  • Sorts information in order of importance. Identifies relationships and linkages between components. Identifies variable potential causes and effects
  • Solicits guidance to define criteria and assign values of importance and urgency. Escalates issues of an exceptional nature

Communication for Results (I):

  • Provides recommendations into plans/ strategies in other functions/departments, coordinating information across areas for planning purposes
  • Conducts discussions with and writes memoranda to all levels of colleagues and peer groups in ways that supports troubleshooting and problem solving
  • Explains the context of interrelated situations, asks probing questions, and solicits multiple sources of advice prior to taking action when appropriate

Problem Solving (A):

  • Diagnoses problems using formal problem-solving tools and techniques from multiple angles, probes underlying issues to generate multiple potential solutions and identifies potential consequences and risk levels
  • Proactively anticipates and prevents problems and seeks support for problem definition and methods of resolution
  • Devises, makes recommendations, and guides implementation of corrective and/or preventive actions for complex issues that cross organizational boundaries and are unclear in nature

Thoroughness (I):

  • Demonstrates operational agility. Uses organizational systems that result in multiple critical activities to be identified and completed on time. Renegotiates priorities as necessary
  • Puts systems in place and uses them to monitor and detect errors and problems. Tests and inspects outputs and applies quality checks prior to work submission

Building Relationships (I):

  • Establishes and maintains relationships and alliances with peers, contacts and key business partners
  • Shares information and readily determines to whom to go for relevant information.
  • Provides informal functional leadership of peers and lower levels, distributing work and monitoring outcomes; may lead small project working teams
  • Partners with others to achieve expectations.

WHAT YOU BRING

  • Undergraduate university degree in a recognized and related discipline, AND up to two years of related experience; OR have an equivalent level of related work experience in lieu of post-secondary education
  • Master’s Degree in a related field and 3+ years of recent related experience in project management or program analysis or an equivalent combination of education, training and experience
  • Expertise in data collection & analysis for the purposes of project evaluation and/or framework development.
  • Knowledge of descriptive statistics, statistical inference and modeling using statistical software such as R, and /or SAS is an asset.
  • Expertise in data visualization; experience using Tableau is an asset.
  • Experience working in the BC health care system or general knowledge of the BC primary health care system, including Divisions of Family Practice, is preferred.
  • Understanding of quality improvement methodology and experience with the application of its principles
  • Understanding of change management methodologies an asset
  • Demonstrated experience working in dynamic, challenging and ambiguous environments
  • Superior interpersonal, oral and written communication and relationship management skills with exceptional attention to detail and organizational expertise
  • Excellent skills in critical thinking and analysis, meeting facilitation, verbal and written communications, and interpersonal interactions
  • Strong analytical skills and ability to apply problem solving skills with a high degree of tact and diplomacy
  • Excellent writing skills and proven ability to develop clear, concise and comprehensive written reports and other documents
  • Demonstrated ability to work independently and as a member of the team
  • Proven ability to work with diverse groups of individuals who have varying interests.
  • Must be willing to travel occasionally as required and work outside regular business hours on occasion.
