Job description

SUMMARY

Jenoptik is seeking a Manager, Program Delivery to serve as the primary program lead for a large-scale, technology-enabled field operations program in British Columbia. This senior, high-visibility role combines program delivery, client relationship leadership, and operational oversight of complex, multi-site technical operations.

You will be the dedicated point of contact for the client, accountable for service-level compliance, operational excellence, and consistent, structured communication. You will directly lead the BC field technician team, coordinate with on-site technical support, and work closely with the Director of Operations to maintain program health, surface risks early, and support informed decision-making.

As the program expands across Canada, this role offers significant long-term growth: broader responsibilities, new provincial deployments, and progression into senior leadership. Due to the nature of the program, further project details will be shared with candidates during the interview process.

PLEASE NOTE: PMP certification is MANDATORY, and candidates MUST reside in the Greater Vancouver area. Applications that do not meet both requirements will not be considered.


PRIMARY RESPONSIBILITIES (INCLUDE BUT NOT LIMITED TO)

1. Client Account Leadership

  • Act as the primary point of contact for all program-related matters, representing the company with professionalism, reliability, and a strong service mindset.
  • Ensure client expectations, deliverables, and timelines are met, aligned with the client's governance and documentation standards.
  • Lead structured meetings, including agenda preparation, minutes, action tracking, and follow-up documentation.
  • Serve as the bridge between the client, field operations, and corporate support teams, ensuring inquiries and technical concerns are resolved smoothly.

2. Program & Project Management

  • Own the full lifecycle of program activities in BC: planning, scheduling, budgeting inputs, risk management, and reporting.
  • Provide the Director of Operations with timely program updates, operational insights, and early escalation of issues.
  • Coordinate cross-functional teams across Canada, the U.S., and Germany, including the Ontario project management team and software development teams, translating operational needs into technical requirements.
  • Ensure all program documentation, dashboards, and reports meet client expectations for clarity and accuracy.
  • Identify and implement improvements to processes, workflows, and tools; contribute to strategic planning, forecasting, and operational reviews.

3. Field Team Leadership

  • Assist with managing the BC field technician team: scheduling, performance oversight, coaching, mentoring, and field coordination.
  • Ensure technicians meet preventative maintenance requirements, respond to incidents promptly, and follow all safety protocols.
  • Provide guidance, troubleshooting coordination, and clear escalation pathways.
  • Foster a positive, accountable, and professional team environment.

4. Technical Operations Oversight

  • Work closely with on-site technical support to ensure system stability and operational continuity.
  • Coordinate with internal technical teams to resolve complex issues and maintain SLA compliance.
  • Review technical reports, maintenance logs, and incident summaries for accuracy and completeness.
  • Communicate effectively with engineers, technicians, and client stakeholders (light to moderate technical depth required).

5. Inventory & Vendor Coordination

  • Oversee tools, equipment, and spares required for effective field operations, including ordering, tracking, and vendor/supplier liaison.
  • Coordinate with procurement and logistics partners to support equipment deliveries, installations, and field operations.

6. Reporting, Documentation & Compliance

  • Produce high-quality program reports, meeting minutes, action logs, and performance summaries.
  • Ensure compliance with contractual obligations, safety standards, and provincial requirements.
  • Maintain detailed documentation of program activities, decisions, and operational changes across each phase of the program lifecycle.
  • Support audit activities with evidence-based reporting when required.

7. Travel

  • Travel within British Columbia and across Canada (including Ontario for training), with occasional travel to the United States and Germany — up to approximately 50%.
  • Attend on-site meetings, field visits, training sessions, and program reviews.


REQUIRED QUALIFICATIONS

  • PMP certification — MANDATORY. Proof of current certification required.
  • 7+ years of progressive experience in technical, infrastructure, or construction program management, or client-facing project management.
  • Demonstrated success managing government, Crown corporation, or highly regulated clients.
  • Experience directly leading field teams or technical staff.
  • Strong command of structured communication, documentation, and meeting governance.
  • Proven ability to operate independently with minimal oversight in a high-expectation environment.
  • Advanced proficiency with Excel, MS Project, and reporting tools.
  • Excellent written and verbal communication skills in English.
  • Valid driver's licence with a strong driving record; ability to travel frequently.
  • Current resident of the Greater Vancouver area / British Columbia — MANDATORY.
  • Legally entitled to work in Canada.

Preferred Qualifications

  • Experience with technical systems, imaging systems, intelligent transportation systems (ITS), or similar operational environments.
  • Background in electrical, mechanical, IT, or systems operations (light to moderate technical depth).
  • Ability to troubleshoot electronic, mechanical, and software components, and to read technical drawings and specifications.
  • Additional languages, such as French or German.

REGULATORY & COMPLIANCE REQUIREMENTS

  • Clean criminal record (police background check required).
  • Adherence to the Personal Information Protection and Electronic Documents Act (PIPEDA) and BC's Personal Information Protection Act (PIPA).
  • Confidentiality agreement required due to the sensitive nature of the program.

COMPENSATION & BENEFITS

  • $105,000 – $125,000 annually, commensurate with experience, plus performance bonus eligibility.
  • Paid professional development, including PMP maintenance and technical training.
  • Clear growth path into senior leadership as the program expands nationally.

The employee must occasionally lift and/or move up to 50 pounds (23 kg) during field visits.
