Senior Project Manager/Leader

We are seeking a highly accomplished Senior Project Manager/Leader to direct large-scale, complex, and high-risk I&IT infrastructure initiatives. In this role, you will hold complete operational ownership over the end-to-end project lifecycle, ensuring that high-profile deliverables align with business requirements while remaining strictly on time, inside scope, and within budget. Operating as a principal delivery authority, you will navigate intricate public sector funding channels, lead competitive procurements, and manage executive-level relationships to successfully steer innovative infrastructure developments through rigorous governance frameworks.

Location: Toronto, ON (Hybrid – 2 to 3 days per week onsite; requires travel)

Duration: 12-month contract (with potential 1-year extension)

Responsibilities
Project Plan Integration: Architect and manage large-scale, complex, integrated master project plans, schedules, and implementation frameworks across cross-functional dependencies.

Fiscal & Budgetary Control: Establish and manage complex project budgets across multiple funding channels, overseeing precise forecasting, financial estimation, and cost-reconciliation processes to ensure strict fiscal accountability.

Executive Advisory & Briefing: Direct executive-level relationship management, presenting strategic briefing notes, project metrics, and risk-mitigation options to steering committees and senior decision-makers.

Procurement & Funding Acquisition: Lead public sector business case development, funding acquisition tracks, and comprehensive competitive procurement processes to acquire critical technology assets and software resources.

Risk Triage & Mitigation: Proactively identify, prioritize, and isolate systemic risks or deployment issues before they materialize, authoring fallback strategies and negotiating solutions.

Resource Management & Leadership: Source, select, and onboard multidisciplinary team members, defining specific operational milestones, managing interpersonal dynamics, and enforcing technical knowledge transfer protocols.

Process Re-Engineering & Change Management: Conduct comprehensive reviews of active procurement pipelines to identify bottlenecks, driving structured change management and transition blueprints to minimize user resistance.

Governance Compliance: Promote corporate IT project management standards and methodologies to maintain system quality controls and strict resource utilization.



Qualifications
Enterprise Project Leadership Seniority: 10+ years of progressive professional experience leading large-scale, complex, high-risk, and high-profile I&IT initiatives following structured methodologies.

Infrastructure Project Specialization: Proven, referenceable track record of successfully orchestrating and managing enterprise-tier infrastructure development projects.

Capital Sourcing & Acquisition Depth: Extensive experience authoring public sector business cases, securing formal project funding, and executing complex competitive procurements.

Integrated Master Blueprinting: Expert-level capability designing and tracking massive, highly integrated master project plans and deployment schedules for cross-dependent environments.

Executive Relationship Mastery: Verified history of managing senior executive expectations, leading steering committees, and delivering executive-level briefings.

Large-Scale Fiscal Stewardship: Demonstrated success governing large project budgets, including complex resource allocation, multi-channel cost forecasting, and rigorous financial reconciliations.

Change Management & Triage Prowess: Proficient in applying structured change management frameworks and advanced risk-mitigation mechanics to optimize operational processes.

Soft Skills: Outstanding consultative communication, advanced corporate negotiation, and relationship-building capabilities, with an established history of driving project teams to meet tight deadlines.

Preferred Assets:
Deep functional understanding of the Project Management Institute’s Project Management Body of Knowledge (PMBOK).

Familiarity with information management principles, technical resource acquisition, and regional accessibility frameworks (such as AODA).
