Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Be a catalyst for meaningful change by helping build a strong, supported, and respected Indigenous workforce across Shared Health Manitoba! Shared Health is looking for an HR leader in Indigenous recruitment, retention and workforce planning and analysis.

This position reports to the Shared Health Indigenous Health Provincial Planning Director. The Indigenous Senior Human Resource (HR) Consultant will advance Indigenous talent recruitment, development, and retention. This position provides strategic and hands-on human resource leadership with a strong focus on creating a culturally safe, inclusive workplace while guiding and supporting meaningful progress towards truth and reconciliation.

The Indigenous Senior HR Consultant serves as a trusted advisor and advocate, working collaboratively with leadership, human resource teams, unions, and Indigenous employees to support designated Indigenous positions and implement Indigenous-specific workforce initiatives. This role leads, guides and supports initiatives related to Indigenous employee engagement, performance and attendance support as well as, providing Indigenous representation in investigation and resolution of issues related to racism and discrimination.

THIS IS A DESIGNATED INDIGENOUS COMPETITION THAT IS OPEN TO INDIGENOUS APPLICANTS. Proof of ancestry will be requested, and those selected for an interview will be asked related questions. We invite applicants to self-identify in their cover letter and/or resume.

Experience

  • Minimum of five (5) years' recent, related experience performing a broad range of human resource functions including employee relations, and talent acquisition and management.
  • Experience and knowledge of Manitoba’s public health care system and services.
  • Lived experience and understanding of Indigenous healthcare priorities, services, and challenges alongside Indigenous culture, protocols, traditions, and values, both within communities and organizations in Manitoba.
  • Experience with labour relation and collective bargaining, including the grievance process.
  • Experience in recruitment and retention activities/strategies of Indigenous people.
  • Experience in complex workplace investigations.

Education (Degree/Diploma/Certificate)

  • A post-secondary degree in Human Resources, or a certificate in Human Resources management from an accredited educational institution.
  • Education in Indigenous relations, coaching and trauma informed care and/or similar field an asset.
  • Completion of Indigenous cultural safety and anti-racism training.
  • An equivalent combination of education and/or experience will be considered.

Certification/Licensure/Registration

  • Chartered Professional in Human Resources (CPHR) designation is preferred (or in progress).
  • Certified Indigenous Human Resources Professional (CIPHR) designation is considered an asset.
  • Valid Manitoba Class V Driver’s License; access to a vehicle and willingness to travel provincially throughout the province.

Qualifications and Skills

  • Proficient in written and verbal communication and collaboration. Skilled in developing and presenting findings to varied audiences.
  • Experience in Systems, Applications and Products in Data Processing (SAP) is considered an asset.
  • Knowledge of Indigenous languages is an asset.
  • Strong and culturally relevant communication, interpersonal, analytical, organizational, and leadership skills.
  • Demonstrated ability to relate effectively to a variety of people from diverse backgrounds.
  • Demonstrated knowledge of Canadian colonial impacts on Indigenous people in social and health contexts.
  • Knowledge and appreciation of the unique history, cultures, and rights of Indigenous Peoples in Canada is required.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per Truth and Reconciliation Calls to Action (2015) and Manitoba’s Path to Reconciliation Act (2016).
  • Understanding and commitment to the articles set out in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as a framework for reconciliation.
  • Knowledge of Indigenous cultural safety and anti-racism actions, inquests and reports, e.g., Jordan’s Principle, Joyce’s Principle and Brian Sinclair Inquest.
  • Demonstrated knowledge of ethical principles and cultural protocols in interactions with Indigenous partners and organizations.
  • Knowledge or familiarity with Indigenous health issues, population health, and health status of citizens in Manitoba.
  • Knowledge of the Manitoba health care system, federal health care system, provincial and federal governance, and leadership models.
  • Working knowledge of, or experience working with, Indigenous governments, partners, organizations and communities at a service level and structures within Manitoba.
  • Thorough knowledge of Windows based programs (Microsoft Word, Excel, PowerPoint, Outlook) and the Internet.

Physical Requirements

  • Work is primarily in an office environment.
    Must be able to handle multiple priorities and competing demands.
  • Sitting for prolonged periods of time.
  • Must be able to work flexible hours to accommodate service requirements.
  • May require to lift 25 lbs. on occasion.
