Job description
  • Two-year technical diploma in criminal justice legal studies law enforcement police or investigative studies planning or architectural technology from a recognized institute of technology
  • Eight (8) years of experience in inspections compliance enforcement planning or related fields

Assets:

  • Two (2) years of formal supervisory experience

Skills required for success:

  • Extensive operational knowledge of the Municipal Government Act Provincial Offences and Procedures Act and Edmonton Zoning Bylaw
  • Ability to effectively interpret and apply the concepts principles and behaviours consistent with leading motivating and encouraging staff; ensuring compliance with the Citys policies and procedures and representing the City of Edmonton in a professional honest respectful and safe manner
  • Expertise in municipal land use planning and development regulations
  • Proficiency reading and interpreting development applications architectural blueprints site plans landscape plans and surveys
  • Competency instructing managing evaluating and developing subordinate team members
  • Ability to conduct inspections and gather evidence in all weather conditions while working alone and maintaining a high standard of safety on active construction sites or other commercial industrial or residential properties
  • Ability to effectively manage escalated issues and conflicts with internal and external stakeholders including members of the development industry the public and community interest groups. This includes the ability to negotiate an alternative course of action and enforce regulations with consistency and impartiality
  • Formulation and execution of operational team work plans and scheduling protocols
  • Advanced conflict resolution and negotiation skills to address escalated issues with community partners and members of the development industry
  • High proficiency utilizing software applications specifically Pictometry POSSE SLIM and Google Suite
  • Strong data management skills and comfort working with spreadsheet formulas
  • Exceptional organizational skills to independently manage heavy workloads and prioritize competing tasks under tight timelines with the ability to prioritize and re-prioritize high volumes of competing work
  • Clear verbal and written communication skills including report writing court brief preparation and delivering presentations to collaborators
  • Demonstrate the key behaviours and attributes of the Citys six leadership competencies: Courage Inclusivity Values-Based Influencer Collaborative Networker Systems Thinker and Creative Innovator
  • Ability to obtain and maintain Bylaw Officer status

Conditions of Employment:

  • Compliance with the City of Edmontons safety standards for Personal Protective Equipment (PPE) such as wearing steel-toe boots hardhats fit-tested masks/respirators gloves goggles sunscreen and coveralls
  • Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton and there may be a cost associated with this requirement
  • Candidates are required to hold a valid Alberta Class 5 drivers license (or provincial equivalent) or higher. Candidates will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the candidate to obtain business-use auto insurance

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • This role works in both indoor and outdoor settings
  • Exposure to environmental conditions including extreme temperatures inclement weather dust noise light variation vibrations chemicals and exposure to mechanical and electrical hazards may occur
  • This role requires completion of repetitive and strenuous tasks such as standing walking kneeling bending stooping crouching lifting items pushing pulling reaching using feet/hand controls requiring physical stamina and resilience
  • This is a public-facing role and requires engagement and interaction with diverse people from various backgrounds with different needs expectations and emotional states

Bring your leadership expertise and advanced technical planning and enforcement knowledge to the City of Edmonton as a Development Compliance this role you will lead a dedicated team of Bylaw Enforcement Officers delivering complex inspections compliance and enforcement services to support Edmontonians safety and our citys livability.

Operating within the Development Approvals & Inspections Section you will provide senior-level inspections and compliance oversight for the Development Compliance Unit. You are responsible for operational supervision work planning and staff adherence to policies and safety practices while overseeing and managing a caseload of highly complex development compliance files. You will ensure alignment with the Zoning Bylaw Municipal Government Act and the City Plan.

What will you do

  • Provide formal in-scope supervision to Development Compliance Officers including recruitment onboarding training performance management and operational scheduling
  • Conduct day-to-day performance management and review of team members addressing performance concerns in coordination with the Program Manager
  • Supervise coach and provide advice and instructions to team members regarding inspections compliance and enforcement protocols policies and procedures while ensuring that a change management/project management lens is applied to Development Compliance processes and procedures
  • Ensure Standard Operating Procedures policies and protocols are continually updated to reflect current operations and ensure accurate inspections compliance and enforcement records and statistics are captured of the teams activities
  • Oversee and manage a caseload of complex commercial industrial agricultural and residential zoning bylaw investigations
  • Apply the units 4E compliance model to determine appropriate enforcement regulations including issuing Municipal Government Act Orders issuing penalty fines pursuing court injunctions and administering remedial actions
  • In collaboration with the Program Manager and Law Branch develop and execute escalated enforcement actions where appropriate
  • Provide advanced interpretation and direction regarding the Citys Zoning Bylaws and other relevant municipal bylaws to team members community partners and interested and/or affected parties
  • Lead operational projects or phases of projects delegated by leadership; provide advice and guidance to project staff develop work plans and coordinate vendor procurement for escalated site remedial actions
  • Prepare and oversee case files and court briefs as well as giving evidence in court as required including attendance at Subdivision and Development Appeal Board Hearings to provide accurate accounts of evidence from the investigations and justifying development permit decisions
  • Coordinate multi-agency responses to complex development concerns
  • Direct and audit team adherence to Occupational Health & Safety practices hazard assessments safe work procedures and field safety protocols
