As a Community Peace Officer you will be appointed by the Public Security & Emergency Services ministry to enforce a range of municipal provincial and federal legislation with a special focus on encampment related bylaws and provincial acts. This is a vital public-facing role that involves extensive community engagement from responding to complaints to providing education and outreach options where necessary. You will operate with a high degree of independence exercising considerable judgment to assess situations and determine the appropriate response. This role requires you to navigate complex and sometimes volatile situations involving both people and animals with professionalism compassion and resilience

What will you do

  • Conduct proactive and reactive patrols in parks the river valley and other public spaces responding to complaints and officer-initiated events specific to encampments on public lands
  • Conduct site assessments and identify locations for encampment resolution in consort with the Encampment Response Team
  • Investigate complaints related to municipal bylaws and provincial acts including the Public Spaces Bylaw Traffic Bylaw Trespass to Premises Act & the Gaming Liquor & Cannabis Act as examples
  • Engage individuals educate the public encourage compliance and enforce where necessary
  • Apply appropriate enforcement actions which may include issuing warnings and tickets
  • Offer support and outreach service options to vulnerable individuals connecting them with social services
  • Gather evidence prepare detailed reports for court and provide clear professional testimony in legal proceedings
  • Collaborate effectively with the Edmonton Police Service Edmonton Fire Rescue Services and other internal and external collaborators
  • Other duties as assigned
  • Completion of a two-year diploma in Police Studies Security Criminology or a related field plus a minimum of three (3) years of strong customer service experience including at least one (1) year of diverse law enforcement experience; OR
  • Completion of Grade 12 and a minimum of five (5) years of experience in a recognized law enforcement environment; OR
  • Completion of Grade 12 and have been a serving Police Officer in Canada; or employed as a Peace Officer Level I in Alberta for at least two (2) years

Assets:

  • Completion of Verbal Judo De-escalation and/or Pressure Point Control Tactics (PPCT) training
  • Experience and training in addressing members of vulnerable or marginalized groups
  • Experience and training with ATV/UTVs & motorized vessels
  • Experience with drones
  • Experience and/or credentials in resource/wildlife management
  • Experience with APIS CAD MOVES CORES SPIN

Skills required for success:

  • Ability to make effective calm decisions under pressure and in potentially volatile situations
  • Skilled in exercising tact and firmness to de-escalate difficult situations and build consensus
  • Strong verbal and written communication skills with the ability to prepare clear concise investigative reports and interact compassionately with the public
  • Ability to think critically analyze complex issues and develop effective solutions independently
  • Ability to represent the City of Edmonton in an honest respectful and safe manner at all times
  • Proven ability to manage changing priorities work in a team or independently and handle sensitive information appropriately
  • Knowledge of computer software including records management and reporting systems

Conditions of Employment:

  • Successful candidates will be fit for a respirator and compliance with the City of Edmontons Code of Practice for Respiratory Protective Equipment including medical monitoring is a requirement of this position
  • Compliance with the City of Edmontons safety standards for Personal Protective Equipment (PPE)
  • Hire is dependent on Police Information Check with Vulnerable Sector Check satisfactory to the City of Edmonton and there may be a cost associated with this requirement
  • Candidates are required to hold a valid Alberta Class 5 drivers licence (or provincial equivalent). Obtaining and maintaining a City Drivers permit is a requirement of this position
  • Possession of current Standard First Aid CPR-C and AED certifications
  • Candidates are required to complete a pre-employment Physical Ability Requirement Evaluation (PARE) that is satisfactory to the City of Edmonton. This is administered by the City of Edmontons certified PARE evaluators. This test is provided without charge and the certificate will be retained by the City
  • Obtain and retain the Provincial Community Peace Officer I Designation and associated peace officer certifications per Program requirements
  • Obtain and retain bylaw enforcement officer status
  • Applicants may be tested

Work Environment:

  • Shift work requirements - evening weekends and holidays
  • This role works primarily in an outdoor setting
  • Exposure to environmental conditions including extreme temperatures inclement weather dust noise light variation vibrations chemicals and exposure to mechanical and electrical hazards may occur
  • This role may require working in confined spaces and/or at heights
  • This role requires maintaining awkward or constrained physical positions for prolonged periods
  • This role requires completion of repetitive and strenuous tasks such as standing walking kneeling bending stooping crouching lifting items pushing pulling reaching requiring physical stamina and resilience
  • This is a public facing role and requires engagement and interaction with diverse people from various backgrounds with different needs expectations and emotional states
