Manitoba Transportation and Infrastructure is seeking to fill a District Superintendent position in The Pas. Water Operations ensures safe and effective provincial water related infrastructure through the delivery of inspection, planning, design, maintenance, rehabilitation and construction activities. The Branch is responsible for the overall operation and management of an infrastructure inventory that includes drains, dams, flood protection dikes, diversions, bridges, culverts and pumping stations. Water Operations has a major role in flood response activities and Water Capital Program delivery.

Duties Reporting to the Regional Operations Manager, the District Superintendent (one of six positions province-wide) serves as the Department’s frontline representative responsible for the operation, maintenance and preservation of a water related infrastructure. This infrastructure includes dams, flood protection dikes and associated works, water control structures, diversions, pump stations, crossings, and drainage networks. The incumbent is responsible for the annual delivery of multi-million-dollar programs, including Capital and Maintenance Programs, Planned and Emergent Operations, and Water Capital Programs. The role also includes stakeholder engagement, human resource management, and financial accountability.

Qualifications

Municipal/Civil Technology diploma and/or completion of departmental level III training courses (or working towards). A combination of education and experience may be considered.

Extensive recent experience in infrastructure management.

Experience in the delivery of Maintenance Programs with emphasis on maintenance standards, yearly work plans, and levels of service.

Experience in human resource management and financial management.

Experience in surveying, design, and environmental requirements for water resource projects, and flood response.

Excellent written communication skills, with the ability to prepare letters, memorandums, and reports for a wide-ranging audience.

Strong leadership and supervisory skills.

Strong interpersonal skills with the ability to communicate effectively with internal and external contacts including the public.

Demonstrates a high degree of initiative and sound judgement.

Excellent teamwork skills.

Knowledge of Occupational, Safety, Health and Risk Management policies and procedures.

Effective organizational and time management skills.

Conditions of Employment

Must be legally entitled to work in Canada

Must have a valid Class 5F Driver's Licence

Must be able to work outdoors in rough terrain in both winter and summer conditions

Must be able to work in hazardous conditions including near and around construction equipment, roadway traffic, and in confined spaces

Must be able to work extended hours over prolonged periods and perform shift work during flood events
