Job descriptionThe Project Management Specialist will provide comprehensive project management services to support the planning, design, and delivery of municipal capital projects, as required. Acting as the City’s representative, the Project Management Specialist will lead the day-to-day management of projects using a range of delivery models, including but not limited to Integrated Project Delivery, while ensuring alignment with governance requirements and established budget, schedule, and quality objectives. What you will be doing: Project Leadership and Governance - Provide overall project leadership from project initiation through completion. - Establish and manage project governance structures, decision-making processes, and reporting frameworks. - Support leadership and Council (as required) with project updates, recommendations, and decision support. - Ensure compliance with policies, procurement requirements, and public-sector accountability standards. Integrated and Collaborative Project Delivery Coordination - Lead and support the implementation of integrated and collaborative project delivery principles, including those used in IPD and similar models including shared accountability, cost transparency, and collective problem-solving. - Act as an integrated member of the Owner-Designer-Contractor team . - Facilitate workshops, collaborative working sessions, and alignment meetings throughout all project phases. Stakeholder and End User Coordination - Serve as the primary point of contact between tEnd User representatives, consultants, contractors, and other stakeholders. - Coordinate engagement with end users to ensure operational, security, and functional requirements are incorporated into project decisions. - Manage communication with internal departments and external stakeholders as required. Schedule, Cost, and Risk Management - Develop, monitor, and maintain project schedules, including key milestones and critical paths. - Lead cost management activities, including forecasting, open-book cost reviews, and support for target cost development. Identify, monitor, and manage project risks, including participation in shared contingency and risk pool discussions. Consultant and Contractor Oversight - Support procurement, onboarding, and coordination of consultants and service providers. - Oversee consultant deliverables to ensure quality, timeliness, and alignment with project objectives. - Assist with contract administration, change management, and performance monitoring. Reporting and Documentation - Prepare regular project status reports covering schedule, cost, risks, and key decisions. - Maintain clear project records, including decision logs, risk registers, and issue tracking. - Support audit, record-keeping, and documentation requirements throughout the project lifecycle. Project close-Put and transition - Coordinate project close out activities, including substantial completion, deficiencies management, and handover. - Support transition to operations, including documentation, warranties, and lessons learned. - Prepare final project close-out reports .
