Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Damage Prevention Inspector. In this position, you will play a key role in verifying that ground disturbance activities are conducted in accordance with the Damage Prevention Program (DPP), providing field oversight across pipeline and facility locations. The successful candidate will demonstrate strong expertise in damage prevention practices, utility coordination, and contractor oversight, acting as the Trans Mountain representative where work occurs near operating assets. This position offers the opportunity to directly reduce damage risk, protect critical infrastructure, and contribute to the safe execution of major construction activities.

Key Responsibilities

  • Verifying that the contractor has all the required permits in place in the field before starting any GD work, particularly the 30m permit.
  • Reviewing GD permits and monitoring GD activities to ensure conformance with permit conditions.
  • Obtaining approvals for variance requests.
  • Visiting the worksite daily, or as regularly as required, before GD work starts to identify any existing or potential hazards and communicate these hazards and the required controls at the daily tailgate meeting.
  • Always being on site to observe construction GD activities in the safety hot zone, including inspecting all GD work in the safety hot zone, and visually monitor excavations in the prescribed area.
  • Ensuring that proper precautions are taken to protect Line 1 at pipeline crossings, including periodic monitoring of equipment and construction vehicle crossings to ensure that the crossings are properly maintained.
  • Confirming that the contractor has verified by hand digging or vacuum excavation the location of all utilities throughout the work area before starting GD work within 5 m (16 ft.) of Line 1 or any pipelines in above-ground facilities.
  • Ensuring that ground disturbance within 0.6 m (2 ft.) of the pipe edge is performed by hand digging or vacuum excavation only.
  • Ensuring unintended contact or damage to Line 1 or other utilities is reported in accordance with Section 9.7 of the DPP.
  • Communicating concerns relating to the protection of the TMPL to the DPS.
  • Completing and distributing the coating evaluation report for daylighting activities.
  • Ensuring that on-site personnel involved with earthworks, excavations and crossings are competent in GD practices.
  • Participating in survey and crossing meetings with contractors, project team members and other parties.
  • Participating in contractor safety meetings to ensure that GD practices have a high profile.
  • Coordinating, supporting and monitoring contractor locating activities.
  • Reading and interpreting civil drawings and survey drawings.
  • Monitoring daylighting and excavating activities.
  • Conducting ROW patrols.
  • Responding to and documenting and investigating potential GD practice violations.
  • Completing and submitting the daily damage prevention report to the DPS (as per the HS Inspector’s Guideline doc).
  • Follow IMM requirements.

Qualifications and Professional Experience

  • High School Diploma or equivalent.
  • API 1169 Pipeline Construction Inspector Certification preferred.
  • 5 years industrial and/or pipeline construction experience with a minimum of 2 years of supervision or inspection in a damage prevention role.
  • A combination of 5 years’ experience in Damage Prevention, Ground Disturbance, Civil or General Inspection may be considered.
  • CMSTQ CORE Requirements (PCST/CSTS and On‐Boarding/Orientation) PCST—Required for Pipelines (*includes WHMIS) CSTS—Required for Facilities (*includes WHMIS).
  • CMSTQ Job‐Specific Requirements (as required by regulation or hazard, not position specific—e.g. ATV Training, Fall Protection Training, Confined Space Training, etc.)
  • First Aid training.
  • H2S Alive with Respiratory Equipment Fit Test (Required at Facilities).
  • Confined Space Entry with Gas Monitor Competency Assessment (Required only if working in a confined space).
  • Environmental Awareness Level 2.
  • Ground Disturbance Level II Training.
  • Proficient in Microsoft office suite.
  • Experience with Microsoft Visio and Bluebeam Revu an asset but not a requirement
  • A track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
  • Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
  • Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
  • Proven organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fast‑paced environment.
  • Commitment to inclusive practices and a willingness to contribute positively to a collaborative and supportive workplace culture.

Working Conditions

  • Willingness and ability to travel as required.
  • Must have a valid Class 5 driver’s license.
  • May need to provide support outside of regular business hours and/or on the weekend.
