What does this role look like?

Purpose

The Manager, HR Advisory – Client Service Delivery provides leadership and strategic direction to the HR Advisory team, ensuring high quality, consistent and timely delivery of HR services across the Calgary Board of Education (CBE). This role is accountable for strengthening the HR service delivery model, ensuring clear and responsive pathways into HR, and enhancing the client experience for schools and service units. Working in direct partnership with the Manager, HR Advisory Services – Labour Relations, this role is responsible for ensuring the HR Advisory function operates through a clearly defined, transparent, and accessible service model that enables leaders to understand how and when to engage HR support. This role ensures leadership and staff receive proactive, practical and trusted HR advice. By fostering collaboration across HR functions and integrating HR services into daily operations, the Manager ensures Advisory services are delivered through a coordinated approach, reducing ambiguity and improving clarity for leaders navigating HR processes.

Accountability

Reporting directly to the Director, Labour Relations, HR Advisory Services, and Employee Health & Well-Being and working in partnership with the Manager, HR Advisory Services – Labour Relations, this job is accountable for:

  • Leading and managing a team of Senior HR Advisors and HR Advisors, setting direction, priorities, and service standards.
  • Accountable for HR service delivery to schools and service units, including timeliness, quality, and consistency of advice.
  • Accountable for the design, communication, and continuous improvement of service pathways into HR, ensuring leaders experience seamless and coordinated support across HR portfolios.
  • Represents the Advisory function on cross-functional HR projects and system-wide initiatives.
  • Provides strategic oversight of workload distribution models, intake processes, and service metrics to ensure sustainable and responsive Advisory capacity.
  • Accountable for developing and sustaining strong working relationships with system leaders, including principals, managers, and service unit directors.

What will you do?

Major Responsibilities

HR Service Delivery Strategy & Model

  • Leads the design, refinement, and ongoing evaluation of the HR Advisory service delivery model.
  • Establishes clear, efficient, and client-centered pathways into HR services, ensuring clarity of roles, points of contact, and escalation processes for schools and service units.
  • Identifies service gaps, redundancies, and opportunities to streamline processes.
  • Develops service standards, intake processes, and escalation pathways to improve responsiveness and clarity.
  • Uses data and feedback to inform continuous improvement of HR service delivery.
  • Establishes and monitors service performance indicators (e.g., response times, case trends, client feedback) to strengthen transparency and accountability in service delivery.
  • Provides clear direction and leadership to a team of Senior and HR Advisors, ensuring clarity of roles, priorities, and workload.
  • Coaches, mentors, and develops staff to build capacity in problem-solving, conflict resolution, and client service delivery.
  • Ensures that there is clear support on cases and escalation points to Labour Relations.
  • Establishes performance goals and fosters a culture of accountability, inclusion, and professional growth.
  • Models collaborative leadership and creates an environment where staff feel valued and supported.
  • Understands development needs of the team and works to build appropriate training to enhance skills.

Advisory Services Delivery

  • Oversees the delivery of frontline HR services, ensuring leaders and employees receive timely, accurate, and practical advice that is aligned with organizational policies, education plan, and Alberta employment legislation including the Education Act.
  • Supports case oversight in areas including performance management, staffing, leaves, accommodations, attendance management, and employee wellness.
  • Ensures consistent and equitable HR support across schools and service units.
  • Monitors case volumes and redistributes work as needed to ensure balanced workloads and timelines of investigations.
  • Maintains positive, constructive relationships with union and association partners.
  • Promotes proactive approaches to HR issues by identifying patterns and addressing root causes.
  • Partners with the Manager, HR Advisory Services – Labour Relations, to ensure seamless management of complex employee relations cases.
  • Partners with HR colleagues to ensure seamless, “One HR” service delivery across schools and service units by supporting integration between HR Advisory Services and other areas within HR to reduce fragmentation and create a coordinated client experience.
  • Builds strong, trusted relationships with system and service leadership through responsiveness and practical problem-solving.
  • Establishes structured feedback loops with schools and service units to assess service effectiveness and identify improvement opportunities.
  • Contributes to workforce planning, change management, risk analysis, and system-wide HR initiatives as a member of the HR leadership team.
  • Represents HR Advisory services on cross-functional initiatives that strengthen HR service delivery.

Process, Standards & Improvement

  • Develops and monitors HR service standards, ensuring timely, high-quality support to clients.
  • Implements tools, resources, and practices that drive consistency in Advisory service delivery.
  • Identifies systemic issues arising from Advisory casework and recommends improvements to HR processes, policies and practices.
  • Ensures that process improvements are adopted and updated for continuous improvements and timely execution.
  • Contributes to HR modernization efforts by championing the development of accessible resources and self-service tools that simplify HR processes for leaders.

What are we looking for?

Qualifications

Education and Experience

  • Bachelor’s degree in Human Resources, Business Administration, or related discipline.
  • 10 years of progressive HR experience, with a minimum of 3 years in a supervisory or team leadership role, including coaching, and development of HR or LR professionals.
  • A combination of related education and relevant experience may also be considered.
  • Proven ability to manage a large advisory team and oversee high-volume HR casework in a unionized environment.
  • Demonstrated experience designing or improving HR service delivery models, including intake processes, workload management, and service performance measurement.
  • In-depth knowledge of employee and labour relations, Alberta employment legislation, collective agreements, and HR best practices.
  • Strong skills in coaching, decision-making, judgment, conflict resolution, and organizational planning.
  • Demonstrated success in building positive, trust-based relationships with leaders at all levels.
