How you’ll make a difference:
Reporting to the Director, Architecture, Data & Cyber Security, your key responsibilities as Manager, Data & Analytics are for facilitating the establishment, execution, and governance of the WCB data vision, strategy, and roadmap for the delivery and management of data across the organization. Critical to your success will be for you to oversee and collaborate with all divisions on data-related initiatives to provide guidance, governance, recommendations, and alignment to the WCB data strategy through strong partnerships with business leaders and within Business Technology Services (BTS) to ensure strong alignment with business and technology objectives.
Your responsibilities:
- Lead and continuously evolve WCB’s enterprise data & analytics strategy, target state architecture, and multi-year roadmap in partnership with business and technology leaders.
- Establish an operating model for data & analytics delivery (intake, prioritization, funding, delivery cadence, and service levels) that improves time-to-value and stakeholder satisfaction.
- Manage and develop a multi-disciplinary team (data architecture, data engineering, analytics/BI, and data science as applicable) through coaching, performance development, and talent planning.
- Oversee delivery of governed, reusable data products (curated datasets, semantic/metrics layer, and dashboards) that enable self-serve analytics and consistent KPIs across the organization.
- Provide direction and governance for modern data platform capabilities (cloud data lake/warehouse/lakehouse, ingestion and orchestration, data modelling, and metadata management).
- Implement and mature data governance practices including data ownership/stewardship, data quality management, catalog/lineage, master/reference data where relevant, and lifecycle/retention standards.
- Partner with Cyber Security, Privacy, Risk, and Architecture to ensure privacy-by-design, appropriate access controls, auditability, and compliance for all data assets and analytics solutions.
- Drive adoption of disciplined delivery practices (version control, testing, CI/CD where applicable, documentation, and production support) to improve reliability and reduce operational risk.
- Own vendor/partner relationships and budgeting for data & analytics initiatives; manage delivery outcomes, timelines, and costs while balancing short-term needs and long-term sustainability.
- Managing the Data & Analytics team to deliver solutions that fulfill the business information needs and alignment with the organizational strategic objectives.
- Applying business strategy while driving technology strategy, balancing short term and long term needs to ensure that the architecture can scale and evolve accordingly.
- Engaging an end-to-end data approach by discovering and unifying all structured and unstructured enterprise data to support various business units and drive new insights.
- Providing advice, guidance, direction, and authorization to carry out major plans and procedures to ensure schedule attainment, product development process adherence, and performance and budget targets are met.
- Providing data and analytics consultation on all initiatives and projects to ensure alignment with WCB’s data strategy and data architecture.
- Using advanced data analytics to provide strategic recommendations to drive data insights and solve business technological performance issues by:Aggregating disparate reporting, monitoring, and application analytics systems to identify trends, patterns and proactively advise various technical teams.Creating data visualizations to provide real-time insights on applications, infrastructure, and business systems performance.Leveraging application data insights to recommend opportunities for automation, machine learning and artificial intelligence opportunities.Providing leadership, guidance and training to data science and business intelligence practices.
Your experience and skills:
- Bachelor’s degree in Business, Computer Science, Information Systems, Engineering, Statistics, or a related discipline, with progressive experience leading data, analytics, or technology teams.
- Demonstrated experience developing and executing an enterprise data & analytics strategy, roadmap, and governance model across multiple lines of business.
- Strong understanding of modern data platforms and delivery practices (cloud data lake/warehouse/lakehouse concepts; ingestion/orchestration; data modelling; metadata/catalog; and BI/semantic layers).
- Proven people leadership skills (hiring, coaching, performance development, and building inclusive, high-performing teams), with the ability to translate strategy into execution.
- Ability to partner effectively with senior stakeholders to define outcomes and KPIs, prioritize work, manage trade-offs, and drive adoption of data products and analytics.
- Working knowledge of data governance, quality, privacy, and security controls (data classification, access management, auditability, retention), and experience collaborating with security/privacy/risk partners.
- Experience applying advanced analytics/AI/ML to business problems, including understanding of model lifecycle considerations (validation, deployment, monitoring) and responsible AI practices.
- Strong communication skills, including the ability to translate technical concepts into clear, user-friendly language for diverse audiences and to influence without formal authority.
- Comfort operating in a rapidly changing environment—able to initiate and lead change, manage vendors/partners, and continuously improve delivery practices.
- Critical for your success is to illustrate progressive technology exposure to artificial intelligence, business intelligence, data visualization, machine learning, digital transformation, and advanced analytics.
- Demonstrated leadership skills including the ability to motivate, plan, direct and evaluate people and activities, as well experience in performance development, team building, coaching and mentoring.
- Strong business acumen together with a comprehension of modern technology systems to ensure deployment of solutions that enable, and are aligned with, WCB business strategies.
- Results oriented, have excellent communication and interpersonal skills, and have the ability to identify and pursue innovative approaches to ensure effective performance.

Salary: $126,648.00 to $158,283.00 per annum (Salary Grade 15)
Successful candidate must reside in Alberta and be able to work in person from our Edmonton downtown office as required. Final candidates are required to undergo a security clearance as a condition of employment.
