About the Opportunity

SUMMARY

The Chief People and Culture Officer (CPCO) is responsible for providing strategic leadership and oversight of The Link’s people, culture, and workforce development strategies.

As a member of the Executive Leadership Team, the CPCO works closely with the Chief Executive Officer and senior leaders to ensure the organization’s workforce practices support the mission, strategic priorities, and continued evolution of The Link as a First Nations organization.

The CPCO leads the development and implementation of organizational strategies related to human resources, employee wellbeing, leadership development, recruitment, retention, and organizational culture. The role supports the creation of a workplace that reflects respect, inclusion, cultural humility, and relational accountability while ensuring compliance with employment legislation and regulatory requirements.

This position plays a key role in supporting organizational transformation by strengthening workforce capacity, fostering a positive and culturally grounded workplace culture, and ensuring that staff are supported to provide high-quality services to children, youth, families, and communities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:Strategic Human Resources Leadership
  • Provide strategic leadership for all human resources functions including workforce planning, recruitment, performance management, employee relations, and policy development.
  • Develop and implement people strategies aligned with the organization’s strategic plan.
  • Advise the CEO and Leadership Team on workforce trends, risks, and organizational development opportunities.
  • Work collaboratively with the Executive Leadership Team to align workforce strategies with operational and strategic priorities.
  • Support managers and supervisors in strengthening leadership capacity and effective team management.
  • Contribute to organizational planning and decision-making processes.
Organizational Culture and Workplace Environment
  • Lead initiatives that strengthen a positive, respectful, and inclusive organizational culture.
  • Support workplace practices that promote staff wellbeing, psychological safety, and collaborative leadership.
  • Foster a work environment grounded in respect for First Nations knowledge systems and relational leadership principles.
Recruitment, Retention and Workforce Development
  • Lead recruitment strategies to attract and retain qualified staff aligned with the organization’s mission and values.
  • Support leadership development and professional growth across the organization.
  • Strengthen workforce planning and succession planning practices.
  • Promote a culture of continuous learning and professional development.
  • Support training initiatives related to leadership, cultural competence, trauma-informed practice, and service excellence.
Employee Relations
  • Provide leadership in employee relations, including performance management, conflict resolution, and workplace investigations when required.
  • Ensure staff policies and practices support fairness, accountability, and organizational standards.
  • Provide guidance to supervisors and managers on workforce management issues.
Human Resources Policy and Compliance
  • Ensure organizational policies and procedures comply with applicable legislation and regulatory standards.
  • Oversee the development, review, and implementation of HR policies and workforce practices.
  • Monitor compliance with employment standards, workplace health and safety legislation, privacy requirements, and other regulatory obligations.
QUALIFICATIONS:
  • Completion of a recognized office administration, business administration, or governance administration program.
  • Equivalent combinations of education and experience may be considered.
  • Professional designation (CPHR) is considered an asset.
  • Minimum 8–10 years of progressive leadership experience in human resources, organizational development, or workforce leadership.
  • Experience working within a complex non-profit, public sector, or community-based organization.
  • Experience supporting organizational change and workforce transformation initiatives.
  • Experience working with or alongside First Nations communities or Indigenous organizations is considered a strong asset.
  • The ability to speak a First Nations language is a definite asset.
  • Strong understanding of human resources management, workforce planning, and organizational development.
  • Knowledge of employment legislation, workplace health and safety regulations, and privacy legislation applicable in Manitoba.
  • Strong leadership and relationship-building skills.
  • Ability to guide complex organizational change and workforce transformation.
  • Excellent communication, facilitation, and conflict resolution skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work collaboratively with leadership, managers, and staff across multiple programs and services.
  • Demonstrated ability to maintain confidentiality and exercise sound professional judgment.
  • Respect for First Nations knowledge systems and relational approaches to leadership and decision-making.
CONDITIONS OF EMPLOYMENT:
  • Satisfactory Criminal Record Check with Vulnerable Sector Search, a clear Child Abuse Registry Check with acceptable Prior Contact Checks, and a clear Adult Abuse Registry Check, all done within the last 3 months.
