Job description

Project:

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tonnes per year of LNG. Woodfibre LNG Limited is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position:

Reporting to the Director of Indigenous Relations, the Senior Manager of Indigenous Relations is responsible for the day-to-day development, implementation and delivery of Woodfibre LNG’s Indigenous Relations program and Impact Benefit Agreements (IBAs) with the Squamish Nation and Tsleil-Waututh Nation. The Manager leads operational engagement and consultation activities and ensures effective coordination with First Nations and across internal teams to meet regulatory and agreement obligations.

Key Responsibilities:

The successful applicant will:

  • Lead the day-to-day development and implementation of Woodfibre LNG’s Indigenous Relations program and manage the Indigenous Relations team.
  • Advance Indigenous cultural awareness within the company in partnership with First Nations an Woodfibre LNG’s Indigenous trainers, Indigenous Floatel Cultural Managers, Indigenous Workforce Development Manager and others;
  • Plan, coordinate, and execute Indigenous engagement and consultation activities, ensuring regulatory commitments are met and results are accurately recorded, monitored, and reported.
  • Build and maintain strong working relationships with Indigenous communities, representatives, government, and internal staff.
  • Work across the company to deliver on, monitor, track, and communicate progress on IBA commitments using outcome-based metrics and reporting tools.
  • Participate in IBA working groups and committees to advance provisions related to employment, education, training, procurement, and the environment.
  • Prepare presentations, briefing materials, and meeting packages for internal and external meetings.
  • Prepare regular reports for First Nations and internal leadership on IBA performance, including employment, training, and procurement metrics.
  • Work with First Nations, the Indigenous Relations team, and the Project Management Team to develop and implement actionable strategies to meet IBA commitments.
  • Support Indigenous workforce participation and contractor compliance with IBA and cultural awareness requirements.
  • Support the development and review of regulatory submissions related to Indigenous consultation and engagement.
  • Research, review, and recommend approaches to resolve issues and advance opportunities raised by Indigenous groups.
  • Provide clear, timely, and accurate responses to First Nations and stakeholders by gathering and coordinating information internally.
  • Plan, coordinate, and execute events, meetings, and workshops related to Indigenous engagement and consultation.

Requirements

Required Experience:

  • Demonstrated understanding of Indigenous peoples and cultural protocols, as well as Indigenous relations experience with communities in British Columbia;
  • Indigenous lived experience or a post-secondary diploma or degree in a field such as Business, Social Science or Indigenous studies is required, or an equivalent combination of education and experience.
  • Five (5) or more years of experience working with Indigenous groups, including supporting consultations, negotiations and/or agreements.
  • Demonstrated ability to build and maintain productive working relationships with Indigenous governments and representatives;
  • Strong written and verbal communication skills, including presenting and speaking publicly;
  • Ability to manage conflicts and resolve issues through negotiation and consensus-building;
  • Ability to exercise discretion and good judgment in dealing with confidential and sensitive issues;
  • Proven ability to work effectively as part of a multi-disciplinary team.

Additional Requirements:

  • Experience working with the Squamish Nation and/or other Coastal First Nations is an asset;
  • Experience working with large multi-disciplinary teams and contractors in a multicultural environment is an asset;
  • Experience working on or with a major project environment is an asset;
  • Experience leading a team is an asset;
  • Strong organizational skills, ability to manage multiple priorities and work effectively under pressure;
  • Proficiency with standard computer software (e.g., MS Office);
  • A valid driver’s license and passport is required;
  • The position is based in Vancouver, BC, with required travel to Squamish and other areas.
