Raytheon ELCAN is hiring for a Manager, Program Management. This role supports startup of new / non-routine business opportunities, leads capture and execution of routine / repeat business opportunities for a wide customer base in manufacturing, and collaborates with skilled professionals to contribute to Raytheon ELCAN’s success. Location : Midland, Ontario, Canada. This position is based at ELCAN in Midland, Ontario.
Primary Responsibilities
- Responsible for managing complex development and production programs and proposals.
- Receives minimal instruction on day-to-day work assignments. Plans schedules and arranges own activities to accomplish objectives.
- Plans and manages project budgets and schedules using appropriate project management techniques, including proactive EAC management in collaboration with Program Finance.
- Manages and maintains an Open Issues List (OIL) for each project, and documents key milestones and target dates.
- Addresses all customer Contract / GTC requirements.
- Provides clear and concise direction to the Capture Team, Program Execution IPT, and the customer to ensure alignment with execution milestones. Oversees and administers all key process / function deliverables for a project.
- Drives a rigorous active Risk and Opportunity project register using Raytheon ELCAN risk management tools, ensuring R&O updates or retirements during execution.
- Networks with senior internal and external personnel in own area of expertise on issues.
- Represents the organization as a prime customer contact on key issues.

Qualifications & Experience
Typically requires a University Degree or equivalent experience with a minimum of 8 years of relevant experience, or an Advanced Degree with minimum 5 years of experience.Experience delivering programs to government agencies, commercial and non-government regulated industries.Proven ability to create and produce winning bids in the international customer community.Strong leadership skills and ability to motivate and lead by example.Strong interpersonal skills and experience developing effective, long-lasting relationships with internal stakeholders and customers.Strong negotiating and closing skills.Experience managing and motivating diverse teams in delivering innovative solutions.Track record of process improvements in techniques, tools, approaches, and personnel.Ability to translate complex analysis into concise communication.Excellent commercial and financial awareness, including risk and opportunity management, analytical reasoning, and decision-making.Innovative and creative problem solver with a desire for continuous improvement.Additional Information

This position involves technologies regulated by the Canadian government’s Controlled Goods Program and the Contract Security Program. To obtain the required security clearance, candidates must be Canadian citizens or permanent residents, have resided in Canada for at least five consecutive years, and meet all program requirements. Salary range : CAD 101,500 – CAD 151,500. The range is a good faith estimate and may vary based on role, responsibilities, experience, location, and qualifications.
