Duties

Inspectors must be leaders and skilled communicators capable of working effectively with others and adapting to the different needs of our clients.

They must sometimes take rapid, decisive action and must be able to negotiate, facilitate behavior change and develop new competencies in client industries.

Inspectors work in an environment of high stress due to the possible impact of error and real or potential conflict. In the course of ensuring that regulations are respected, inspectors carry significant responsibility and accountability and their decisions have a direct impact on the safety of Canadians.

The main tasks of Senior Maritime Safety Inspectors in our Service centers are :

Inspection and certification of Canadian vessels

Inspection of foreign commercial vessels

Seafarer examinations for issuance of Certificates of Competency.

Oversight of transportation of dangerous goods

Inspection of regulated cargoes

Occupational health and safety (marine)

Vessel plan approval

Oversight of Delegated Statutory Inspection Program

Issuance of safe manning documents

Issuance of Coasting Trade letters

Intent of the process

The intent of this process is to staff various bilingual positions on an indeterminate basis for the following Service Centers located in : Montreal (Quebec), Quebec City (Quebec), Rimouski (Quebec), Sept-Îles (Quebec) as well as for the following divisions : Technical Services Office : Quebec City (Quebec) and Freight Division Office : Quebec (Quebec)

This process may also be used to establish a pool of qualified and / or partially-qualified candidates to staff future vacancies of similar or identical positions with various tenures (such as indeterminate and specified period) within Transport Canada in the Quebec Region.

STREAM 1 : NAVAL ACHITECTURE

STREAM 2 : ELECTRICAL

STREAM 3 : MASTER / NAUTICAL

STREAM 4 : MARINE ENGINEERING

EDUCATION

STREAM 1

Diploma from a recognized post-secondary institution in naval architecture.

STREAM 2

Diploma from a recognized post-secondary institution in electrical / electronic engineering or electrical / electronic technology OR an acceptable combination of education, training and / or experience in electrical / electronic installation in a marine environment.

STREAM 3

Secondary school diploma or an acceptable combination of education, training and / or experience AND possession of a Canadian certificate of competency as a Master, Near Coastal or higher.

STREAM 4

Secondary school diploma OR an acceptable combination of education, training and / or experience; AND possession of a Canadian certificate of competency as a Second-class Engineer (Motor Ship or Steamship) or higher.

Note 1 : Candidates will be asked to provide proof of education and / or proof of Canadian certificate of competency.

Note 2 : Candidates with foreign education credentials MUST provide proof of Canadian equivalency. EXPERIENCES

For candidates with a university degree, Master Mariner or First Class engineer (Motor Ship or Steamship) :

Experience normally acquired in TWO years in one or more of the following areas :

COMMON FOR ALL STREAMS

Experience in marine design, construction, repairs, operation, inspection, quality assurance or other marine related areas.

Experience in technical or operational management of ships.

STREAM 3

Experience as master or chief mate on ships.

STREAM 4

Experience as chief engineer or second engineer on ships.

ASSET QUALIFICATIONS

EDUCATION

Degree from a recognized university in naval architecture.

Degree from a recognized university in electrical / electronic engineering or in electrical / electronic technology.

Degree from a recognized university in nautical studies or maritime studies.

Degree from a recognized university in a field related to the position engineering, technology, physical sciences, etc).

OCCUPATIONAL CERTIFICATION

STREAM 3

Possession of a Canadian certificate of competency as a Master Mariner, valid for use at sea.

Possession of a Canadian certificate of competency as a Master Mariner.

STREAM 4

Possession of a Canadian certificate of competency as a First-class Engineer (Motor Ship or Steamship), valid for use at sea.

Possession of a Canadian certificate of competency as a First-class Engineer (Motor Ship or Steamship) and extensive* experience in the marine environment

Extensive is defined as depth and breadth of experience associated with the performance of duties for a period of at least five years (could be in multiple positions).

The marine environment is defined as the marine industry, marine transportation, Royal Canadian Navy, Canadian Coast Guard, other shipboard operations, operational support to shipping or other marine-related fields.

EXPERIENCE

Experience as a master on vessels.

Experience as a chief engineer on vessels.

Experience as an employer representative or health and safety committee member / representative with respect to the Canada Labour Code Part II or the equivalent provincial health and safety legislation.

Experience in the development or implementation of safety management systems in the maritime domain.

Experience in the development or implementation of quality assurance programs or systems.

Experience as a port captain or as an independent surveyor or as a surveyor for classification societies or Protection and Indemnity Clubs (P&I Clubs).

Experience in design, construction or repair of commercial vessels or serially produced small vessels.

Experience in managing large technical projects.

Experience as a superintendent of a vessel.

KNOWLEDGES

Knowledge of Canada Shipping Act, and associated Knowledge of international maritime legislation including of employment

Reliability Status security clearance

Medical Requirements : Valid Health Canada Occupational Health.

Willing and able to travel.

Willing and able to work overtime on short notice.

Possession of a valid Canadian drivers license.
