The Senior Leader, Health System Planning is a key leadership role within the Strategy, Planning and Implementation team at BC Cancer.

Reporting to the Director, Strategy, Planning and Implementation, the Senior Leader works collaboratively with clinical and operational leaders within BC Cancer and across health organizations to identify cancer service delivery needs and ensure an overarching comprehensive planning approach to service delivery.

In alignment with the priorities established by BC Cancer and the Ministry, and in collaboration with other Senior Leaders within the Strategy, Planning and Implementation team, the Senior Leader is responsible for supporting current and ongoing service delivery strategies and developing enhanced innovative delivery models, through leveraging opportunities.

This role significantly influences policy and process development related to health system planning and clinical service utilization across multiple health authorities and health partners through strategic projects and activities.

This position also requires a deep understanding of the healthcare system and the importance of data-driven decision-making.

We are looking for two passionate and experienced leaders to join our portfolio in supporting system planning and evaluation for cancer care services.

One of the roles will focus on system-level reporting and evaluation, and one of the roles will focus on health system planning.

What you’ll do

Lead the development and monitoring of special projects, making planning process decisions to ensure alignment with BC Cancer, PHSA and the Ministry of Health’s (MoH) strategic priorities.

Clinical service plans cover cancer services which are provincial in scope.

Provide leadership on a variety of initiatives, including assuming the leadership, financial, HR and operational responsibility for projects, as delegated by the Director.

Oversees the development of project charters and monitors timelines and project deliverables. Plans and implements complex projects and initiatives.

Utilizes and models effective change management strategies to achieve systems-level transformation.

• Organize and facilitate engagement initiatives, including focus groups, one-on-one interviews, and surveys, to elicit input and recommendations from a wide variety of people internal and external to the Health Authority, including operational directors and medical leaders, educators, clinical and professional discipline leaders, and patients and families.
• Support and lead subcommittees, working groups and project teams. Works closely with provincial partners in developing, implementing, and using provincial data and indicators related to program outcomes.
• Serve as a resource for health organizations and acts as a liaison for provincial collaborators across the province. In collaboration with the Director, implements action plans, tools and key communication systems for engaging stakeholders about best practices.

Establishes input / feedback mechanisms for partners and other interested parties, evaluates, and makes recommendations on practice and systems.

• Represent BC Cancer on local, provincial, and national committees and liaises with organizations as required. Develops networks and builds alliances, engages in cross-functional activities, collaborates across boundaries, and finds common ground with a wide range of partners and other interested parties including clinicians, allied operational leaders, government agencies, and other health authorities.
• Establish local plans and priorities, and provides operational oversight for a team of analysts, resource planners and project staff in operational service planning, special projects, and evaluation activities.

Ensures key MoH financial accountability requirements are met for special projects.

Provide leadership and guidance to assigned staff and clinical leaders in using effective management techniques and business practices to support the achievement of required outcomes and ensure adherence to accreditation, regulatory, and safety standards.

What you bring

Qualifications :

• A level of education, training, and experience equivalent to a Master’s degree in Health Administration, Business Administration, Nursing or an applicable health discipline plus five (5) years recent, related experience managing complex, multi-partner / party healthcare programs in increasingly senior leadership positions with responsibility for the development, implementation and evaluation of service delivery within a health care or related environment.
• Knowledge and experience in project management and business analysis within a healthcare environment. Working knowledge of the provincial health care system.
• Proficiency in the use of relevant computer software applications, including Microsoft Office. Experience working with networks, coalitions and multi-partnered projects in a healthcare environment, considered a significant asset.
• Ability to motivate and influence leaders, physicians, and staff at all levels to embrace and take action on transformation initiatives.

Diplomatic negotiation and interpersonal skills and ability to influence.

Ability to provide leadership to a variety of project teams in an environment in which issues are constantly surfacing and priorities fluctuate routinely as new initiatives enter the portfolio.

Ability to work independently and as a member of multi-disciplinary teams.

Ability to plan, organize and prioritize work. Demonstrate analytical and creative problem-solving skills, written and presentation skills, and acute awareness of the consequences of actions.

Demonstrate ability to facilitate and negotiate. Demonstrate ability to bring about change in a proactive manner. Demonstrate ability to work effectively under pressure with changing priorities and deadlines.

You have :

• Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
• Support team members on their learning journey, ensuring education strategy for team / department to implement Indigenous Cultural Safety at a practical level.
• Work collaboratively with appropriate Indigenous teams / departments to ensure ICS lens applied holistically.
• Have commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
• Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).
