In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Assistant Chief Engineer, is responsible for the effective and efficient operation, maintenance and repair of the Steam Plant, Chilled Water Plants and all associated mechanical building systems equipment serving the Oak Street Site and in compliance with applicable codes, regulations and established PHSA policies and procedures. Additionally, responds to all after hours Facilities user request calls.


What you’ll do

  • Responsible for the safe and efficient operation and maintenance of high pressure steam boilers and auxiliary equipment in the Steam Plant, in accordance with the Boiler and Pressure Vessel Act and Regulations.
  • Monitors, operates and records all relevant information relating to the computerized boiler automated monitoring system as required; responds to all generated alarms and notifications and makes the appropriate operational changes.
  • Tests, monitors and maintains the chemical treatment of the boiler feed water system and condensate systems as required.
  • Operates, tests and maintains all site wide emergency generators and related emergency equipment as required.
  • Responds to service and emergency calls for all related mechanical systems. Resets systems, assesses and performs required repairs and/or calls in appropriate personnel according to established procedures.
  • Supervises designated staff by performing duties such as coordinating work assignments, evaluating employee performance and determining related training and orientation requirements
  • Maintains radio communication with the Protection Services Department, works in conjunction with and supports the Protection Services Department during fire alarms, emergency situations and maintains emergency response equipment as required.
  • Monitors the site conditions and operational status of all mechanical systems associated with the building automation system (BAS) computer and making appropriate operational changes as required in the most energy efficient and cost effective manner while maintaining peak operating conditions by effecting data changes to set-points and/or equipment status within the BAS control software and then verifying the changes in the state of the environment..
  • Records and investigates all BAS alarm/abnormal conditions and making appropriate control adjustments where required by effecting data changes to set-points and/or equipment status within the BAS control software and then verifying the changes in the state of the environment.
  • Responds to end user trouble calls and temperature complaints by investigating to determine the nature of problem, reviewing BAS computer trend logs for abnormal characteristics, interpreting engineering drawings and making appropriate control adjustments where required by effecting data changes to set-points and/or equipment status within the BAS control system software and then verifying the changes in the state of the environment.
  • Responds to elevator trouble calls, assists people during elevator malfunctions as per established PHSA policies and procedures and communicates with the elevator maintenance company when services of an elevator technician are required.
  • Monitors and responds to trouble calls for the Pneumatic Tube System (Transitube System) and making appropriate control adjustments where required by effecting data changes to set-points and/or equipment status within the Transitube control system software and then verifying the changes in the state of the environment.
  • Monitors, operates and maintains all site wide chilled water systems including all Chillers, Cooling Towers, associated pumps and equipment as required in the most energy efficient and cost effective manner while maintaining peak operating conditions by reviewing BAS computer trend logs for abnormal characteristics, interpreting engineering drawings and making appropriate control adjustments where required by effecting data changes to set-points and/or equipment status within the BAS control system software and then verifying the changes in the state of the environment.
  • Responsible for testing, monitoring, and maintaining the chemical water treatment of all site wide chilled water systems as required.
  • Performs skilled preventative maintenance work on all mechanical equipment, machinery, steam and hot water boilers and related piping systems, heating, ventilation and air conditioning systems, medical air, vacuum and gas systems and all other related equipment as required.
  • Repairs, rebuilds and replaces valves, actuators, thermostats, gauges, regulators and associated components as required.
  • Assists Maintenance Power Engineers 3rd Class as required in the repair and maintenance of all mechanical systems and associated equipment servicing the site.
  • Maintains written and computerized records, log sheets, log books and utility meter readings as required.
  • Carries out safety checks on equipment; ensures compliance with applicable codes and regulations.
  • Initiates work orders on and responds to work orders issued by the computerized maintenance management system.
  • Ensures all work and assigned areas are maintained to the highest standard of safety and cleanliness.
  • Performs other related duties as assigned.

What you bring

Qualifications

  • Third Class Inter-Provincial Power Engineering Certification or higher as recognized by the BC Safety Authority and incompliance with all regulatory Acts and Codes. Three (3) years’ recent related experience or an equivalent combination of education, training and experience.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Plant Operations contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
