Job Description Summary

Provide senior level data analysis, reporting and institutional research in aid of planning, policy formulation and decision-making activities.

Plans, designs and conducts major projects and studies, interprets and disseminates results with respect to Faculty, Staff, Student Enrollments, Admissions, Enrollment Forecasting, Benchmarking, Tuition modeling, department profiles and inter-university comparisons.

Maintaining a project with the Faculty of Science, one of the largest direct-entry faculties at UBC, the incumbent will comprehensively maintain and implement data management strategies.

This includes designing system solutions for complex or campus-wide data management operations, managing data integrity and privacy compliance, and programming data management applications for specific user groups.

The results of the Senior Analyst's work will support policy-making decisions and budget allocation by the executive, and meet the information requirements of government bodies.

The analysis that the incumbent performs supports strategic decision-making within the Faculty of Science and will continue as an ongoing project to enhance data management practices.

Organizational Status

This position works under the supervision of the Associate Director, Vancouver Planning and Institutional Research (VPAIR) under the leadership of the Chief Institutional Research Officer (CIRO) on projects previously agreed with the Assistant and Associate Deans in the Faculty of Science.

The incumbent will work with the Office of Planning and Institutional Research (PAIR) to liaise with Student Services, Faculty of Graduate and Postdoctoral Studies and other units on campus and ensure UBC wide standards are followed in the implementation of these projects.

The incumbent is expected to interact with other office staff, with staff from other departments, senior academic officers including Vice-presidents, Deans, Directors, Department Heads, Senate Committees, and representatives of other universities, government bodies, Ministry of Advanced Education, internal and external enrolment audit teams, representatives of the University Presidents Council, and other higher education and university-related organizations.

Work Performed

This position straddles a number of jobs : statistician, business analyst, programmer and database specialist. It manages all aspects of institutional research and reporting projects, needs assessment and project management, creating databases, analyzing the data and reporting it to various internal and external audiences.

  • Proficiency in Tableau and Tableau Prep is essential and required for this role.
  • Extracting and synthesizing data from all University databases (RISe, HR, FMIS, SIS, SEOT, ISIS), writing complex computer programs to produce new data bases, models, or statistical reports to be used in university-wide institutional research projects.
  • Oversees all aspects of data management project conception, design, development, implementation, maintenance, and administration ensuring integrity, quality and security to support the institutional research function at the university.
  • Develops metrics and key performance indicators to help inform the development / application of policy, for use in evidence-based decision making and program evaluation.

Liaises with Senior Analysts of other post-secondary institutions to make recommendations on sector wide research projects

This position works closely with faculties in the provision of data for external Program Reviews.

Development of Place and Promise metrics in areas such as Time to Completion, Graduation, International students, course FTEs, Annualized FTEs.

  • Transforms, rationalizes, analyzes, and provides interpretation of internal corporate data, including student enrolment and survey data, for decision-making and planning purposes, utilizing standard definitions and comparative information as available.
  • Plans, designs and conducts data analysis projects and studies on student enrolments, admissions and enrolment forecasting, selection of majors, and patterns of course selection.
  • Creates documentation for all data management, analysis, and reporting activities to ensure a clear governance framework and protocols for continuing management of student data.
  • Liaises and provides advice to Heads of Departments to understand end-user needs and to promote comprehension and effective use of reports on student data at the unit level.
  • Management and analysis of student survey data in conjunction with student enrolment and performance data to develop a comprehensive student life cycle analysis.
  • Provides advice to senior university administrators regarding research issues

Consequence of Error / Judgement

Must be able to work independently and assume full responsibility for her / his decisions. Results are reviewed for achievement of overall long term goals.

The results of data analysis, reports and research will be used in formulating policy, making decisions and evaluating the effectiveness of programs and policies, the development and understanding of interdisciplinary research and assist in data driven decision making for resource allocation.

Hence, errors in design, interpretation or analysis of research could have far reaching consequences. Errors could result in inefficient resource allocation, the continuation of poor practices, and poor advice to administrators, and have adverse effects on morale and public relations.

Supervision Received

This position should be able to work independently for the most part, having been assigned tasks by the Associate Director, Vancouver Planning and Institutional Research (VPAIR).

Work is reviewed in terms of achievement of high professional standards in the delivery of data and statistical analysis services and broad project objectives and goals.

Supervision Given

Works in collaboration with a variety of roles that may include a combination of senior systems analysts, intermediate analysts, programmers, consultants, business analysts, quality assurance analysts, report writers, architects and users assigned to projects.

Minimum Qualifications

  • Post-graduate degree in a relevant discipline.
  • Minimum of eight years of related experience, or the equivalent combination of education and experience.
  • Willingness to respect diverse perspectives, including perspectives in conflict with one’s own.
  • Demonstrates a commitment to enhancing one’s own awareness, knowledge, and skills related to equity, diversity, and inclusion.

Preferred Qualifications

Master s degree in economics or statistics, or a quantitative specialization in an MA or PhD degree in a related filed such as political science or sociology, preferred.

Experience in a complex research university in an institutional research capacity preferred. Ability to access, analyze, and convert data into strategic information is a critical skill.

An in-depth knowledge of University policies and procedures, and a thorough understanding of the principles and practice of Institutional Research are essential, including statistical analysis, data-base management and automation, survey design, and other forms of assessment and evaluation.

Excellent inter-personal skills. Good general knowledge of issues in Canadian post-secondary education.

Considerable knowledge of the post-secondary education sector. Demonstrated ability to apply social science research methods and statistical / quantitative analysis techniques.

Demonstrated ability to undertake research project design, implementation and management, working with committees or in a team.
