Main Purpose and Function

The Project Manager position acts as the owners’ representative for civic capital projects, including new construction, major additions and renovations. These projects may be delivered directly through the Facilities Development branch or by private sector developers as part of a Community Amenity Contribution agreement. The Project Manager II position is responsible for oversight of all phases of the development process, from initial feasibility, through entitlement and the construction phase, focusing on scope, schedule and budget to ensure the city is getting optimal value for their investment.

Reports directly to the Associate Director, Project Delivery. Other key contacts include the Quality Assurance team, internal City departments, external agencies, clients, builders, consultants, and other stakeholders.

Specific Duties & Responsibilities

Direct Delivery Projects

  • Acts as the City’s Project Manager to lead the full development process for the direct delivery of capital project from preliminary feasibility studies to commissioning and warranty period reviews.
  • Leads the procurement of consultant and construction services for the design and construction of capital projects.
  • Leads a team of consultants and liaises with applicable city departments to complete feasibility studies for proposed projects, including land use, environment, geotechnical, preliminary form of development based on client programming requirements, capital budgeting, project scheduling and a risk matrix.
  • Leads the drafting of and execution of all project development related agreements including Project Charters and Development Management Agreements.
  • Provides support to communications, public engagement and Indigenous Relations staff by providing project scope, schedule and budget information.
  • Prepares project budgets and Council Reports as required for capital funding approval by senior staff and Council.
  • Leads the City approval process to secure project entitlements including rezonings, development, demolition and building permits.
  • Acts as the owner’s representative during the design development phase by providing oversight of the design process to ensure the project scope and capital budget are in alignment, that the City’s Design and Construction Standards, including, sustainability criteria and First Nations requirements are met, that the design is efficient and cost effective, including the form of development, materials selection and construction methods.
  • Coordinates client and FMOE input into the design process and secures their approval of the project scope at the program and schematic design phases to mitigate scope changes at later stages in the development process.
  • Coordinates inter-departmental and third-party plan review processes to ensure the contract documents are well coordinated, to mitigate project budget and schedule pressures due to errors and omissions by the design team.
  • Develops project specific capital budgets with support from Construction Management and Quantity Survey services. Maintains and updates capital budgets during the design phase and during construction by processing construction draws and managing the review and the owner’s approval of change orders.
  • Provides oversight as the owner’s representative of the project during the course of construction phase to confirm that the project is in conformance with the contract documents. Fulfills the owner’s role in the review and approval of Change Orders, attends monthly construction site meetings, reviews consultant, building inspection and testing reports and attends mock up reviews as required. Monitors consultants’ directions regarding Requests for Information, proposed materials and methods substitutions, deficiencies and follows up to ensure compliance.
  • Provides monthly project reporting to senior Facilities Development staff and the client, highlighting the project scope, schedule, and budget. Identifies project risk factors and recommends mitigation strategies to senior Facilities Development staff as required.
  • Provides oversight as the owner’s representative of the project during the project close-out phase to support the orderly hand over of the project to the client through the occupancy permit process, commissioning, final cleaning, client orientation and move-in. Oversees the collection of all warranties, inspection reports, completion of deficiencies, as-built drawings and materials and the one-year warranty inspection process.

In Kind Projects

  • Acts as the owner’s representative throughout the development process for civic amenities that are delivered by third party entities as a condition of a rezoning or other entitlement agreement process.
  • Coordinates the drafting and execution of all project related agreements in collaboration with the City’s law department.
  • Ensures developers are provided with all applicable design guidelines and construction standards for the amenity being delivered and verifies that those requirements are included in the project development agreement.
  • Provides oversight as the owner’s representative during the course of construction phase to confirm that the project is in conformance with the construction contract documents.
  • Provides oversight as the owner’s representative of the project during the project close-out phase to support the orderly hand over of the project to the client through the occupancy permit process, commissioning, final cleaning, client orientation and move-in. Oversees the collection of all warranties, inspection reports, completion of deficiencies, as-built drawings and materials and the one-year warranty inspection process.

General:

  • Coordinates “lessons learned” sessions for colleagues following project completions.
  • Provides input into design guidelines and construction standards.
  • Supports the development of Capital Plans and 10-year plans.
  • Provides feedback to the Facilities Development team on emerging industry trends derived from projects, industry associations and education forums.
  • Supports the onboarding of new PM IIs and provides back up to colleagues as required during absences.
  • Other related duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Bachelor’s degree in Project Management, Architecture, Business Administration, or Building Technology, or related discipline and a minimum of six years industry experience, or an equivalent combination of education and experience.
  • Considerable real estate development management experience as an owner’s representative including feasibility studies, the Municipal approval process, design development and construction. Private sector experience is preferred.
  • Experience in real estate development risk management, preparing and monitoring capital budgets and project schedules.
  • Experience managing a range of construction contract models including design build, CM at risk and design bid build, using the suite of CCDC form of contracts. or an equivalent combination of education and experience.

Knowledge, Skills and Abilities:

  • Extensive knowledge of current and emerging sustainability standards and construction materials and methods, including Passive House, modular and mass timber construction.
  • Extensive knowledge of the City’s set of business programs: Word, Excel, PowerPoint, Outlook etc.
  • Skilled in interest-based negotiations, conflict resolution and the ability to proactively identify and mitigate risks.
  • Ability to build relationships, facilitate collaboration and engage stakeholders at all levels
  • Ability to lead a team of multi-disciplinary professionals, unionized staff and external consultants and contractors.
  • Excellent written skills, including the ability to write technical and non-technical reports.
  • Excellent communication and interpersonal skills
  • Ability to analyze complex situations and determine appropriate courses of action.
  • Ability to manage multiple tasks and competing priorities
  • Results-oriented with the ability to effectively manage multiple projects with tight timelines
  • Valid Driver’s License for the Province of BC.
