Introduction

The Compensation and Medical Remuneration Strategies branch is responsible for providing policy direction and departmental leadership in the development of compensation and collective bargaining policy, planning and oversight for the various sectors in the health system.

This includes supply, utilization, legislation, workforce strategies, mechanisms and concept models for physicians to support the delivery of health care in Manitoba.

Qualifications : Essential :

  • Must have a Master's Degree in Economics or Statistics or Business Administration or related discipline with a concentration in statistical / quantitative methods, mathematical modeling and health economics.
  • Extensive experience in health human resource planning and compensation modeling.
  • Theoretical and working knowledge of current health care provider issues.
  • Direct experience undertaking complex financial analysis and / or program review
  • Ability to quickly assimilate information, multi-task, and adapt to changing priorities to successfully operate within a deadline drivenenvironment
  • Strong analytical and problem solving skills.
  • Excellent written communication skills.
  • Excellent verbal communication skills.
  • Political acumen skills and tact in dealing with complex and sensitive issues.
  • Excellent time management and organizational skills and the ability to prioritize and meet deadlines.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint and Outlook).

Desired :

  • Experience in the design and development of policies, strategies and research projects related to the production of a funding and compensation mechanisms.
  • Skills in using database programs such as Microsoft Access, SAS, and other programs is an asset.
  • Knowledge of government organization and financial processes.

Duties : Reporting to the Director of Compensation and Medical Remuneration Strategies, the incumbent of this position is responsible for the following duties :

  • Conducts research and economic analysis on policy issues that have an impact on compensation and related health human resource incentives, with specific emphasis on physician compensation.
  • Assesses the economic impact and implications of regulatory and legislative changes and provide analysis and recommendations, including preparing briefing materials for the Executive Director, Director and departmental senior leadership.
  • Leads the planning, design, and implementation of programs by developing terms of reference, research methodologies, evaluation criteria, and monitoring systems.
  • Designs, develops and leads teams in the execution of complex projects, monitor progress and ensure completion of project goals through coaching and mentoring of team members.
