Job Description
In coordination with Project Management and Client Team, this position develops the bid / award negotiation strategy for the project, allocating decision-making authority and task responsibilities to appropriate subordinates; utilizing their time, skills, and potential effectively, planning proper assignments of personnel and appropriate allocation of resources. This role assures compliance with all statutes, regulations, and contract terms and conditions, Technical and Professional knowledge for this position should be having achieved a satisfactory level of technical and professional skills / knowledge in job-related areas and remain aware of current developments and trends in areas of expertise. This position requires committing to an action after developing alternative courses of action that are based on logical assumptions and factual information and that take into consideration resources, constraints and company values.
Responsibilities
- Lead mid to large size projects
- Formulate contracting strategy for individual contracts
- Perform resource survey and contract risk assessment; issue report of findings
- Develop Master Document
- Support, guide, and implement changes in systems, processes, and procedures
- Assess resource needs; prepare workforce and indirect estimates; develop and manage budgets for individual contracts
- Other duties as assigned
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and fourteen (14) years of work-related experience or a combination of education and directly related experience equal to eighteen (18) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirementsAbility to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholdersJob related technical knowledge necessary to complete the jobAbility to learn and apply knowledge of applicable local, state / province, and federal / national statutes and guidelinesAbility to attend to detail and work in a time-conscious and time-effective mannerOther Job Requirements

Advanced degree such as an Masters in Business Administration, Law degree (Juris Doctor), or global equivalentFourteen (14) years of contract management, subcontract administration, and procurement experience supporting engineering and construction projectsExperience developing negotiating contract terms and conditions specifically for contracts related to services, construction, engineering, materials and equipment installationStrong understanding of contracting principles and legal terms and conditionsBroad understanding of the construction industry and contract language associated engineering, procurement, fabrication, and construction / construction management (EPFC / CM)Experience with administering the Request for Proposal / Request for Quotation (RFP / RFQ) process for contractors on heavy industrial construction projectsExperience in accurately formulating multiple compensation structures including, but not limited to, reimbursable cost, lump sum, and unit priceExperience in work change and claims evaluation and negotiationExperience in creating Request for Proposal (RFP) / Contract packages and interfacing with multiple disciplines in their creationExperience in creating Project Specific Contract Terms and Conditions by flowing down terms from the Prime ContractExperience working with Project Management, Engineering, and Construction to develop a sound Project Execution Plan and Contract PlanExperience in the Team Contract Management approach to contracting which includes each department being responsible for a portion of the RFP / Contracting processExperience in formulating strategies for individual contractsExcellent communication skillsBenefits

Compensation
Salary is based upon experience. Salary Range : $111,000.00 - $215,000.00

Compressed work schedule : The Fluor Canada offices work a compressed work schedule offering every second Friday off.
