Deputy Fire Chief

THE OPPORTUNITY

We have an exciting opportunity for a Deputy Fire Chief to join a dynamic and growing rural municipality located in Saskatchewan.

Reporting to the Fire Chief, the Deputy Fire Chief is responsible for providing management and supervising the training, prevention, and membership division of the department.

The Deputy Fire Chief is a member of the Fire Services Leadership Team and supports and implements the vision and direction of the Fire Chief, while playing a critical leadership role in achieving the departments’ operational goals and objectives.

This position is also responsible for providing emergency response, ensuring the operational readiness of the fire service, and working alongside, and as necessary, providing supervision to the paid-on-call members.

RESPONSIBILITIES

• Lead the development of safe, sustainable, and effective fire response strategies and systems for the City of Yorkton.
• Ensure all firefighting personnel are trained, equipped, and qualified to deliver fire and medical first responses safely.
• Respond, as required, to fire, rescue, and medical events within the city, designated rural response areas, as well as mutual aid requests, providing command, control, and scene safety at events.
• Maintains liaison with federal, Provincial, and Municipal authorities and others on matters related to the department.
• Carry out fire investigations and compile documentation and report for the Fire Department and the Office of the Fire Commissioner.
• Assist with the development and recommendations for the annual Fire Budget along with the overall Fire Department Operating and Capital Budgets.
• Responsible for the outcomes of human resources management and the effective leadership and training of employees (full time, temporary and auxiliary).
• Participates in recruiting staff and in staff promotional competitions, processes personnel problems, disciplinary actions, dismissals, and suspensions.
• Work with surrounding Fire departments to develop strong response and training synergies.
• Work within Fire House TM software ensuring data accuracy.
• Oversee Payroll and ensure all daily logs are complete.
• Act as Duty On-Call Chief Officer for a seven (7) day period on a rotating basis.

QUALIFICATIONS

• 10 years of firefighting experience.
• 5 years in a supervisory role would be an asset.
• Preference will be given to candidates with a degree or certificate in Emergency Manager, Fire Service Management, Business Administration, or a related field.
• Preference will also be given to candidates with the following qualifications :
• NFPA 1001 Fire Fighter Certification Level II.
• NFPA 1002 Fire Apparatus Driver / Operator.
• NFPA 1021 Fire Officer Level II or Equivalent.
• NFPA 1031 Fire Inspector & Level II.
• NFPA 1033 Fire Investigator Level II.
• NFPA 1035 Public Fire & Life Safety Educator Level I.
• NFPA 1041 Fire Services Instructor Level II.
• Incident Command System 300.
• EMR level medical certification with preference given to higher levels of training.
• Experience in technical rescue and medical operations would be advantageous.
• Experience working in a unionized environment would be considered an asset.
• Must possess and maintain a Valid Class 3 Provincial driver’s license with an air brake endorsement.
• Must possess and maintain RCMP security clearance.

KEY COMPETENCIES

• A complete and comprehensive knowledge of Fire Department activities, including fire prevention, public safety education, emergency measures experience, fire and emergency response with the ability to lead and direct emergency incidents if required.
• Experience in recruitment and training, bylaw changes and capital projects.
• Excellent communication skills and the ability to collaborate effectively with various stakeholders (Police, RCMP, EMS, regional municipalities, and industry partners).
