Summary :

Reporting directly to the Chief Operations Officer, the Health Policy Analyst will be responsible for analyzing, documenting, and coordinating recommendations to bridge the gap between Government policies and community directives.

The focus will be on gaining a comprehensive understanding of significant health issues affecting First Nations citizens and advocating for improvements in alignment with northern First Nations cultures and values.

This role entails providing crucial support for national and provincial initiatives, along with tracking, monitoring, and preparing various correspondence to inform decision-making within the organization’s governance structure.

Responsibilities :

  • Contribute to the development and implementation of strategic action plans for the transformation of First Nations health and wellness services, standards, and policies.
  • Participate in collecting, analyzing, and disseminating evidence-based information to support health planning and decision-making.
  • Review, monitor, and analyze provincial and federal government health care legislation and policy decisions, initiatives, and operational plans affecting the health and health services for First Nations in northern Manitoba.
  • Represent the organization in Inter-Governmental Committees as a liaison between governments and First Nations.
  • Collaborate with Health Advisors, Health Portfolio holders, and First Nations leadership to collectively address health issues.
  • Support community engagement activities for health transformation, facilitate internal and external dialogue, and compile reports.
  • Develop positive working relationships with northern First Nations, Regional Caucuses, and Health Directors.
  • Identify effective methods of information dissemination based on target audiences.
  • Participate in working groups / committees addressing clinical and health care gaps for First Nations.
  • Ensure First Nations are represented at various common tables with inter-sectoral stakeholders.

Qualifications :

  • Post-secondary degree in health policy, public health, public administration, political science, native studies, law, or related discipline, or equivalent relevant experience.
  • Deep understanding of First Nations governance, federal, provincial, and regional health authority structures and processes, and corporate responsibilities.
  • Knowledge of political, legislative, and regulatory processes impacting First Nations health and governance.
  • Familiarity with health issues, health care systems, programs, and services affecting First Nations.
  • Proficiency in negotiating interests with tact, diplomacy, and professionalism.
  • Ability to network with First Nations and government representatives.
  • Experience with community development and knowledge of First Nation political structure and issues at various levels.
  • Excellent writing, oral, and interpersonal communication skills.
  • Ability to prepare and deliver high-quality written reports and presentations for diverse audiences.
  • Experience with First Nations community engagement, community-based research, and decision-making processes is an asset.
  • Understanding and appreciation of the diverse aspirations of northern First Nation people and communities within a cultural context.

Conditions of Employment :

  • Proficiency in one of the northern First Nations languages is desirable.
  • Satisfactory criminal record checks are required.
  • Possession of a valid class 5 driver's license.
  • Ability to travel to the north, including by air.
  • Eligibility to work in Canada.

Working Environment :

Office-based with desktop and portable computers, presentation peripherals, files, and folders.

Physical Demands :

  • Minimal physical demands, occasional lifting or moving of minimal weight.
  • Primarily seated in an office environment, ability to use desktop computer and peripherals.
  • Travel will be required, occasional standing during presentations or meetings.

Environmental Conditions :

  • Duties are mainly performed in a comfortable office with climate-controlled conditions.
  • Occasional attendance at business meetings outside the office, typically in comfortable surroundings.
  • Occasional exposure to weather and driving conditions when traveling to northern communities.

Mental Demands :

  • Involvement in conflict resolution and mediation challenges.
  • Potential for high-pressure situations leading to stress.
  • Balancing multiple priorities simultaneously.
  • Business demands may result in overtime hours.
  • Working in a busy office environment with frequent interruptions.
