Parsons is now hiring an experienced utilities designer with a desire to work on complex projects where temporary and permanent utility relocates are required in order to construct the significant planned infrastructure that will change the fabric of our community. In this role you will complete a wide variety of difficult engineering and assignments, applying engineering techniques and analyses within one discipline. You will apply advanced engineering techniques and analyses which may involve CAE (computer aided engineering) / CAD (computer aided design) applications.

You can expect to provide review as well as guidance and direction to the design, operations, and construction staff for the coordination of private and public utility relocations / installations to facilitate the construction of projects for infrastructure and capital works projects; You will liaise with Utility Asset Owners to identify their requirements and monitor the status of any utility work delivered by Asset Owners. Assists capital and operations project staff in acquiring the necessary approvals to install, protect, support and / or relocate conflicting utilities, and assist in the development / negotiation of cost sharing arrangements / agreements.

Key Job Functions

  • Provides technical review and design / coordination of temporary or permanent relocations / installations of utilities including but not limited to : natural gas, electricity (generation, transmission, distribution), water (transmission and distribution), sanitary sewer, storm sewer, National Energy Board (NEB) regulated pipelines (district heating and cooling), cable television and communications.
  • Participates in negotiations with Utility Asset Owners for relocating / installing utilities affected / required by capital, operations and expansion projects construction; assists in developing agreements and / or cost-sharing arrangements.
  • Participates in the development of contractual strategies to facilitate utility relocations and / or the integration of utility work into construction contracts.
  • Assists in the technical review of project designs with respect to utility related issues to ensure compliance with Utility Asset Owner and / or Utility Authority design criteria and applicable specifications and standards.
  • Assists in the analytical review and evaluation of the costs / risks and decision to relocate or support / protect utilities
  • Advises project staff of what issues require resolution within the construction contracts to ensure full coordination and compliance with standing agreements and / or standards with Utility Asset Owners.
  • Assists in the procurement and approvals of Offer to Connect (OTC) Agreements for Power Upgrades required from Power authorities.

You should have experience with :

  • Design and coordination of wet and dry utilities as it relates to major infrastructure projects in the Greater Toronto Region
  • Planning and organizing activities / projects to meet section and organizational goals
  • Apply analytical skills
  • Understanding and apply administrative policies, processes, and procedures
  • Communicate in a variety of mediums
  • Use office technology, software and applications
  • Education and Experience

    Completion of a post-secondary college diploma or university degree in a related discipline (civil engineering specializing in municipal services), and extensive, relevant engineering design / construction experience in a multidisciplinary design environment where detailed drawings and specifications specific to utilities design are produced; or combination of education, training and experience deemed to be equivalent
