Job Summary

The Manager Technical Services is responsible for the management of Mechanical Engineerings facilities safety programs and technical services administration. This role provides technical and administrative advice regarding the Departments safety programs and acts as the Departmental Safety contact on all issues of safety.

This position responsible for the department safety program; the comprehensive management of labs research facilities and technical shops; and manages all department laboratory facilities safety and equipment issues. Responsible for identifying data management needs and serves as departmental liaison to the central IT group. This position is also responsible for the management of the Canadian Engineering Accreditation Board accreditation process for the Department of Mechanical Engineering.

Organizational Status

This position reports to the Senior Manager Administration. This position will regularly interact with faculty students visitors and staff within the Department of Mechanical Engineering. This position will also regularly liaises with the Faculty of Applied Science Deans Office Strategic Initiatives and Capital Planning units as well as units external to the Department such as Building Operations Infrastructure Services and Safety and Risk Services as required.

This position provides day to day management of the Facilities and Administration Coordinator and administrative oversight of technical staff.



Work Performed

Facilities and Laboratories

  • In collaboration with the Senior Manager Administration in managing the teaching research and administrative space in the Department including space inventory planning and assignment of space. Develops and maintains SOPs for all facilities-related administrative practices.
  • Identifies opportunities for space improvement or intensification and makes recommendations to the Senior Manager Administration.
  • Identifies opportunities and applies for funding to support facilities improvements.
  • Responsible for the planning and execution of facilities projects valued at less than $200000. Working with the Senior Manager Administration provides detailed coordination of projects in excess of that level.
  • Develops and implements policies and procedures for the acquisition utilization maintenance and replacement of furniture office equipment research support equipment and supplies. Negotiates leases and purchases of products and services.
  • Engages stakeholders to develop selection criteria for updating teaching laboratory facilities and equipment in the teaching laboratories. Prioritizes projects and oversees implementation.
  • Directs teaching laboratories and workshop process reviews and re-engineering to effectively implement or enhance operational procedures workflow and internal controls within the Department.

Safety

  • Responsible for the Departmental Safety Program. Assesses develops and oversees departmental safety plans and initiatives to ensure they are in compliance with federal provincial municipal and university health and safety legislation and regulations (WorkSafeBC Transport Canada etc).
  • Acts on behalf of the Department Head as a worker representative to the Mechanical Engineering Local Safety Team and ensures recommendations are considered and responded to according to WorkSafeBC regulations. Acts as a resource on all accident incident and near miss investigations.
  • Develops implements updates and revises safety policies on a regular basis. Develops tools and templates for use in research laboratories. Assesses liability and risk. Develops and facilitates safety orientations and safety training for faculty staff students student teams and visitors. Develops and maintains SOPs for all safety-related practices and procedures.
  • Develops coordinates and assesses the departmental safety plans training programs and initiatives to ensure plans are in compliance with federal provincial municipal and university health and safety regulations (UBC WCB WHMIS etc.). Maintains a safe and organized working environment through constant awareness of safety issues; coordinates and participates in accident/incident investigations; ensures follow-up is completed and maintains records; ensures all WCB or other accident forms are completed and submitted.
  • Ensures all safety requirements are complete including spot-auditing site-specific safety orientation forms for more than twenty different labs. Uses the ACMS new rules engine as a beta user to mass-manage electronic access through a data-table interface.
  • Ensures the handling and proper disposition of chemicals; dispenses flammable solvents with appropriate WHMIS labels; records use of pressurized gas cylinders and ascertains that personnel know how to use them safely.
  • Coordinates the Mech Fire Safety Program and serves as a Co-Captain including fire prevention to an active and effective fire and emergency response plan. Ensures all plans and practices are incompliance with current Fire Department regulations and procedures.
  • Serves as a resource to faculty and researchers with regards to safety. Provides guidance to TAs on matters related to safety and lab use; mentor the Capstone Design TA on how to maintain a safe design space.
  • Provides mentorship to Student Groups (including Design teams) in matters related to safety.
  • Manages and conducts safety inspections for all departmental facilities including annual research lab inspections monthly and annual teaching lab inspections and annual inspections of offices meeting rooms and other facilities. Ensures compliance to WorkSafeBC regulations. Evaluates effectiveness and recommends and implements improvements.
  • Delivers site-specific orientation training to both individuals and groups of up to thirty including training the trainers who will deliver the safety training to their respective teams and groups.
  • Develops and conducts safety training seminars and training programs for graduate and undergraduate students. Instructs students regarding proper equipment use demonstrates laboratory procedures and appropriate safety procedures.

IT & Access Control

  • Serves as departmental liaison for all information technology needs and initiatives including coordination with the central IT group and management of teaching computer laboratories. Identifies teaching software requirements and coordinates securing licenses.
  • Responsible for identifying data management needs collaborating with faculty and staff to specify select and implement value-added system tools measures and processes that support the departments requirements including data collection and analysis.
  • Responsible for security authorization of keys and controlled access and special permits. Proactively ensures effective security measures are in place to prevent and deter theft of departmental assets.

Accreditation Reporting and General Support

  • Responsible for the management of MECH-related aspects of accreditation process across the full cycle. Interprets reporting requirements to provide the required documentation and statistical analyses to the Canadian Engineering Accreditation Board.
  • Analyzes course content to calculate Accreditation Unit allocations. Develops a database process to archive all teaching materials sample lab reports and relevant course materials.
  • Works with teaching faculty to analyze pedagogical strengths across curricular and co-curricular activities and matches them to the Canadian Engineering Accreditation Board Graduate Attributes Standards. Develops strategies to showcase and demonstrate the standards to the Board.
  • Assists with administrative processes related to program or unit review and reporting working collaboratively with faculty and staff as appropriate.
  • Responsible for coordinating and maintaining all departmental reporting and record keeping policies and practices related to Accreditation and unit review/reporting including SOPs.
  • Provides administrative oversight to technical staff.
  • Provides support to the Senior Manager Administration on special projects in keeping with level as required.


Consequence of Error/Judgement
Effective planning and management of Department resources is critical to the success of the Department and its ability to deliver its programs. Failure to anticipate change and/or develop a strong resource plan could have detrimental impact on operations. Failure to perform work accurately and efficiently or properly identify or attend to issues or concerns could lead to unsafe working conditions and physical harm to building occupants and users.

Supervision Received
This position works independently under the general direction of the Senior Manager Administration. Work is reviewed in terms of achievement of specific goals and objectives. The position requires a high degree of independent decision-making ability organizational and leadership skills and demonstrated judgement and discretion.

Supervision Given
Supervises and gives direction to all technical services staff and student staff. Trains new staff on relevant work procedures and oversees work of temporary staff. Provides administrative supervision to Instrumentation staff.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of two years of related experience or the equivalent combination of education and experience.
