Halifax Regional Municipality is inviting applications for the permanent, full-time position of Emergency Management (EM) Volunteer Program Lead in Community Safety.

Reporting to the Director, Emergency Management, the EM Volunteer Program Lead manages all aspects of the Emergency Management volunteer program;
this includes the strategic management of all human resources (approximately 1000 volunteers) and program requirements for applicants including new personnel, training, active service members.
The Lead is responsible for records management, performance management, rewards and recognition, as well as a recruiting campaign to grow the volunteer base across HRM in all areas.
The Lead acts as a key member in any crisis response situation in HRM and is also responsible for managing the Comfort Centre database to ensure all documentation is in place and kept up to date.
DUTIES AND RESPONSIBILITIES :
- Manages the operating budget for the volunteer sector
- Manages the list of all Comfort Centres, ensures applicable MOU’s are signed and information is kept updated in ARC GIS and on paper
- Leads the volunteer program administration to achieve planned initiatives including ongoing employee growth, development, and performance management
- Acts as the main point of contact for all volunteer members regarding the program and related administration
- Maintains relationships with applicable stakeholders including Risk and Insurance to support volunteers and the Emergency Management program
- Provides policy guidance and interpretation to members at all levels; leads the review, revision, introduction, and implementation of new or updated volunteer sector policies, guidelines, and processes for Emergency Management
- Drafts and recommends changes to guidelines and job descriptions specific to volunteers
- Champions Diversity & Inclusion in all aspects of the role and is committed to ensuring a respectful culture
- Participates in related committees and champion initiatives that support D&I goals
- Plans, implements, and reviews the recruiting strategy for volunteers and reports results to leadership to the Director;
evaluates and customizes the approach for targeted recruitment
- Organizes and supervises all aspects of onboarding new volunteers, inclusive of all steps from application to confirmed registration (this includes the creation of personnel files, completion of all requirements)
- Research and recommend best practices in volunteer recruitment and retention and implement innovative practices which will increase the overall enrollment of volunteers
- Actively seek out and evaluate innovations from other jurisdictions; minimizes barriers to entry
- Participates as a key member providing information and collecting key feedback at team meetings, survey focus groups and other appropriate communication channels
- Working with the team, regularly reviews processes to identify efficiencies and implement required changes
- Completing debriefs after every crisis event
- Establishes and maintains internal and external relationships to achieve the above objectives, including key partners within HRM (Finance, IT, Procurement, Corporate Communications)
- Targets external groups to promote volunteerism as part of outreach
- All other duties related to the provision of an effective and efficient volunteer base and comfort centre management
- Other related duties as assigned
QUALIFICATIONS
Education and Experience :
- Bachelor’s degree in a related field
- Minimum five years’ experience in recruitment, performance management and policy development
- Minimum three years’ experience in emergency management with demonstrated experience operating within a crisis response environment
- Valid Nova Scotia driver’s license and reliable access to a personal vehicle is required
- Experience in high volume recruitment
- Leadership experience in a volunteer setting
- Mental Health First Aid or applicable certification
- An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application
Technical / Job Specific Knowledge and Abilities :
- Proficient in computer applications such as : Microsoft Office : Word, Excel, PowerPoint, MS Teams and MS Outlook
- Able to prepare and present reports
- Excellent verbal and written communication skills
- Strong results orientation and a track record of execution with well-developed project management capabilities
- Knowledge of Emergency Management volunteer program
- Knowledge of administrative practices and procedures
- Knowledge of the geography of HRM
- Knowledge of records management
- Knowledge of Human Resources principles and practices
Security Clearance Requirements : The successful applicant will be required to provide a satisfactory Criminal Record Check with Vulnerable Sector Search.
Please note Testing may be conducted as a component of the selection process to assess technical and job specific knowledge.
Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

HOURS OF WORK : Monday to Friday, 35 hours per week; flexibility and work outside of these hours is required.
SALARY : NU07; $76,490-$105,170. Salary to be commensurate with experience.
