Director, Programs and Evaluation

About the Role
The Director, Programs & Evaluation reports to the VP, Community Impact and serves as an integral part of the full leadership team, providing strategic expertise, guidance, and operational oversight of the foundation’s funding envelope, evaluation strategy, and program coordination. The role leads four interconnected teams : System Planning, Evaluation, Coordinated Access and Assessment (CAA), and the Day Space Network and Outreach Coordination.
Responsibilities
- Serve as a subject‑matter expert on homelessness‑related issues, including housing, social and health services, complex system design, and evaluation effectiveness.
- Build and sustain integrated partnerships to enhance system performance with funded agencies, government, public systems, and community organizations.
- Advance Indigenous perspectives and integrate Indigenous ways of knowing and practice.
- Lead the four teams to achieve objectives such as : making recommendations on the funding envelope; administering funding and monitoring compliance; implementing and monitoring standards across the HSSC; coordinating accreditation processes; developing the Day Space Network and outreach initiatives; designing continuous quality improvement initiatives; leading a responsive CAA program; and advising on training and capacity building.
- Implement CHF’s evaluation strategy to assess system effectiveness, program outcomes, and participant experience; build evaluation capacity within CHF and among funded agencies; collaborate with Data & Analytics to track activities and ensure actionable results.
- Champion engagement of people with lived and living experience in shaping programs and strategies.
- Develop an applied research strategy with VPCI and the Director of Data & Analytics, leveraging external partners to drive innovation.
- Represent CHF as an integral part of the leadership team and demonstrate leadership competencies across the organization.
- Provide direct coaching and feedback to support the development of direct reports and their teams.
- Navigate external pressures and balance trade‑offs among funded agencies and partners.
Qualifications
Bachelor’s Degree in human services, social sciences, health sciences, business, evaluation, or related field; postgraduate degree is an asset.10+ years in social services or healthcare, with housing and homelessness experience an asset.5+ years of leadership experience in social services or healthcare.Demonstrated personal leadership in complex, challenging situations.Experience with difficult funding decisions and ability to translate complex data into practice.Strong background in collaboration, coordination of system‑level initiatives, and evaluation and research methodologies (e.g., logic models, developmental evaluation, principles‑focused evaluation).Ability to identify and assess data sources for program evaluation.Grant management experience (procurement, budgeting, forecasting, monitoring).How to Apply
