Job Title Program Integration Engineer Location Toronto, ON CA (Primary) Category Construction Management, Engineering, Project Controls, Project Management, Technical Advisory Job Type Full-time Job Responsibilities (Internal Role : Project Management IV) Working collaboratively with the Program Manager, Project Managers, and Senior Project Engineers to deliver quality projects safely on time, and on budget, with a focus on Program management and integration processes; as required, from inception through preliminary planning, scope development, design, procurement, construction, handover, and closeout Coordinating and collaborating with multiple stakeholders and departments including but not limited to stations, operations, engineering, and systems, to plan and direct design teams (consultant and in-house staff) through the assessment and analysis of existing systems and infrastructure, through to the development of solutions, using solid project management methodologies to identify, evaluate and recommend solutions that provide optimal synergies and efficiency Assisting with the preparation and reviews of operational strategies, pilot projects, modeling and preliminary concept designs, costing and risk management of project and program deliverables, including identification and categorization of appropriate constraints and milestones; to facilitate operations, customer service, and third-party requirements Monitor technical performance and ensure all engineering milestones are met Coordinating value engineering activities, including identifying, defining, combining, unifying, and coordinating the many processes and activities within the project management process groups Coordinating project integration activities at key milestones, to ensure interdependencies and associated trade-offs are considered relative to program objectives Assistance with the preparation of the Program Charter, Business Case, and other Executive reports Obtaining all the required sign-offs and approvals both internally and from external agencies Providing project management support including cost, schedule, and technical aspects, and the coordination of all scope and project changes Preparing various status reports for the Program Team, and performing related administrative duties as assigned to meet project requirements and commitments Responsible for treating passengers and / or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and / or addressed (within your area of responsibility) Manage and implement the assigned projects from inception through to completion Develop new project or program plans and expectations in consultation with and delegating deliverables to stakeholders, including clients Determine and manage the human and material resources required to complete assigned projects successfully Formulate a resource allocation strategy and utilize this to distribute work and budgets Exercise authority in managing the work and control the delivery of the projects per project plans Review and ensure adherence to the overall scope, schedule, and budget Identify risks and entrench mitigation strategies and contingency plans Monitor and report on performance against project requirements, schedule, milestones, budgets, quality measures, and KPIs, and address issues with corrective actions as appropriate to ensure excellence and adherence to specified deadlines Evaluate the project's effectiveness by consulting with clients and other stakeholders Establish and deliver progress reports, proposals, and presentations to various audiences, including the project team, client executives, key stakeholders, and Operations Lead scope change negotiations Oversee ongoing quality control, participate in quality issue resolution, and manage internal quality control checks for the project Define success criteria and disseminate them to involved parties throughout the project and program life cycle Working Conditions Office-based Qualifications Required Experience : Minimum of 12 years of experience in Project Management Education : Bachelor’s degree in in architecture of engineering, combined with extensive experience in the areas of projects / construction and program / systems integration of, multi-disciplined projects preferably in the transit industry Licenses OR Certifications : Holding a recognized Project Management Professional (PMP) certification Eligibility for a licensed Architect or Professional Engineer in the Province of Ontario is required Skills and Competencies : Multi-disciplinary heavy rail and infrastructure systems, with a special focus in the areas of multi-system integration, including operations, signaling, mechanical / ventilation, and or electrical / traction power systems; stations infrastructure and customer service Current transit architectural and engineering principles and practices Thorough understanding of program and project management quality assurance principles, and practices Ability to think strategically about opportunities for process improvement and proven experience in documentation, process design techniques, process improvement methodologies Integration of project and program management information systems, processes, and reporting as it relates to control of scope, scheduling, and cost Construction techniques and practices, contract administration, and knowledge of the Construction Lien Act, as related to subway and transit work Knowledge of government regulations, legislation and standards, safety regulations, and procedures applicable to the project Sound judgment;
