Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system.

We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier.

Our Safety Standards and Practices team is looking for a Senior Manager, Accident Investigation. This position will provide senior leadership support and guidance for the implementation of the Accident & Incident Investigation Program.

The role will oversee the team in leading investigations, maintaining oversight for areas of potential risk exposure and providing critical support to Metrolinx business units in the development of strategies to eliminate, mitigate and manage identified risks and to prevent reoccurrences. What will I be doing?

Ensure the corporate Accident & Incident Investigation Program framework is maintained to continuously comply with regulated Transport Canada, Ministry of Labour, Occupational Health and Safety Act and Privacy Act requirements and supporting policies.

Ensure processes and procedures are aligned with international standards to the levels necessary for meeting ISO certification.

  • Manage the implementation of medium to long-term safety strategy risk, based initiatives developed to further reduce organizational exposure to operational and occupational risk, and supporting the achievement of corporate strategic safety objectives.
  • Determine accident and incident risk categorization to ensure the appropriate level of investigation is initiated, identify and engage affected Senior Management stakeholders, coordinate external stakeholder participation and allocates necessary resources using a matrix-orientated approach to support the investigation process.
  • Direct the collaboration of multi-disciplinary business unit subject matter experts in the development and maintenance of required processes under the Enterprise Safety Management System framework including Health and Safety;

Operational, Occupational, Construction and Environmental Management Systems and associated program elements necessary to ensure compliance with applicable regulatory and international standards certification requirements, and to deliver on annual corporate safety goals and objectives.

Build and maintain relationships with internal departments to establish annual incident management safety objectives and key performance indicators;

coordinate with management to develop safety goals, objectives, initiatives, and actions plans.

Provide ongoing oversight and quality review of completed investigation reports to validate supporting evidence has been captured and can be demonstrated, fulsome consultation for the analysis of information has been completed.

Ensure that findings as to causes and contributing factors, findings as to risk and other findings are adequately and appropriately identified in alignment with the Transportation Safety Board Integrated Safety Investigation Methodology.

  • Develop and manage annual and long-term budgets and departmental / project staffing plans that adhere to corporate standards and applicable legislation and meet service delivery objectives.
  • Directly manage a team while creating a working environment that is aligned with the organization’s desire to be a best company to work for , ensuring that people resources possess the required skills, are properly aligned, and are provided with the resources to do the job.
  • Manage resources on a project bases across all projects including third party consultants.
  • Provide creative leadership to develop and deploy a strategic vision for the delivery of corporate planning processes and products and connects and aligns projects with strategic corporate goals.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Safety, Engineering, or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience / training in accident investigation preferably in transportation field, regulatory compliance, safety assurance, operational risk assessment.
  • Experience in developing and managing annual and long-term budgets and departmental / project staffing plans.
  • Proven management and leadership experience.
  • Experience in developing and implementing policies and procedures in compliance with corporate, government and legislative directives and regulations, as well as identifying technical, operational and project risks and develop risk mitigation strategies.
  • ISO / OHSAS or ISO Lead Auditor Certification or Lead Auditor Certified Health and Safety Management System Auditor (CHSMSA) designation considered an asset.

Unusual Working Conditions

  • May be required to visit operational or construction environments with possible exposure to disagreeable and / or difficult working conditions.
  • May be required to be available to perform investigation activities outside of regular office hours to maintain business relationships and address issues as they arise.
  • Travel is required within Metrolinx territory to perform on-site investigation activities, attend meetings, and / or provide consultation.
