IT Technical Business Analyst - Remote

Our client, The government of Alberta has an immediate requirement for an IT Technical Business Analyst - Primarily Remote.

The successful sub-contractor(s) will start in July for a 12 month contract. There is a possible 12 month contract extension available for the successful sub-contractor(s).

We will pay the successful sub-contractor(s) $75 hour plus GST.Work Location : 9888 JASPER AVEEdmontonAlbertaCANT5J 5C6Description : The Registries Modernization team is taking an agile approach to implementing modernized, innovative, human-centric and sustainable solutions for delivering registry services to Albertans.

For the Motor Vehicles registry, this includes a complete replacement of the legacy applications that delivery motor vehicle services with an established codebase that will serve as the foundation of the new system.

Our team is looking for a Business Analyst who is process oriented and experienced in gathering requirements, performing gap analysis, and working with stakeholders to deliver solutions that meet business needs and drive operational efficiency.

Responsibilities will include :

Facilitate requirements gathering sessions and conduct process walkthroughs : o Identify goals and pain points through gap analysis on current state and future state business processes.

o Create, review and update user stories, personas and journey maps, as applicable.o Create system use cases, flow diagrams and interactive mock-ups outlining functional requirements, as required.

o Document and validate results with subject matter experts and drive the creation of detailed business and functional requirements specification documents.

• Work with the technical team to design IT solutions that meet the business requirements and validate the proposed solutions through user acceptance testing (UAT ) and ensure they meet the predefined criteria.
• Support development of necessary system (non-technical) documentation as well as make recommendations for policy and / or procedural manuals.
• Support change management and training to ensure delivery of complex program changes.
• Monitor and evaluate the effectiveness of implemented services, conduct post implementation reviews, assessing opportunities for backlog refinement and for continuous improvement.
• Liaise with security and privacy teams to complete security threat risk assessments and privacy impact assessments as required.
• Assist with project planning, scheduling and status reporting as required.In addition to the qualifications that will be evaluated, the Contingent Resource should have :
• an understanding of Agile framework (SCRUM) through demonstrated experience.
• a results driven mindset and able to function independently, while engaging with other stakeholders and team members as required to deliver outcomes.
• a thorough understanding and experience using an Agile / Hybrid approach. Experience with tools such as JIRA is preferred.
• knowledge of and the ability to apply and interpret complex legislations / regulations, policies, and standards.

• Standard Hours of work are 08 : 15 16 : 30 Alberta time, Monday through Friday excluding holidays observed by the Province.
• Work must be done from within Canada, due to network and data security issues.
• It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, travel, accommodations, or meals.Incumbency :

• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks for the Contingent Resource.Mandatory Training Courses :
• Once contracted the Contingent Resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training.Equipment requirements :
• The Contingent Resource will require their own equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access.

Windows is preferred due to better compatibility. AVD / remote-related software will be installed on the resource's computer.
