The Ministry of Primary and Preventative Health Services is seeking one (1) Senior IT Technical Business Analyst for an initial term of twenty-four (24) months, with the option to extend for an additional twelve (12) months. This role will provide advanced business analysis, technical requirements management, and solution-support expertise for priority initiatives across the Ministry.
The Senior IT Technical Business Analyst will support the collection, evaluation, and translation of complex business needs into actionable technical specifications. The resource will work closely with solution architects, delivery teams, and business stakeholders to ensure requirements are accurately captured, validated, and aligned with operational and technical constraints. The successful candidate will play a key role in reducing delivery risk by ensuring that requirements, processes, and solution expectations are well defined and understood across both business and technical streams.
The ideal candidate will have experience working within the Canadian health system context, preferably with familiarity with Alberta's health system and its stakeholder environment. Experience working with senior stakeholders in complex health system environments is considered an asset. The resource should also demonstrate an understanding of the legislative and regulatory landscape surrounding health information, such as the Health Information Act (HIA), Electronic Health Regulation, or an equivalent Canadian health information framework. Strong written and verbal communication skills are essential, as the role requires the clear articulation of complex concepts to diverse technical and non-technical audiences.
The resource will be assigned to multiple concurrent initiatives, including modernization efforts, process improvements, system replacements, and enhancements to existing digital health and administrative systems.
2 : Key Responsibilities
2.1 : Business Analysis & Requirements Management
2.1.1 : Lead requirements gathering, solicitation, refinement, and documentation.
2.1.2 : Capture, analyze, and evaluate business processes, workflows, and use cases.
2.1.3 : Translate business needs into clear technical specifications consumable by solution, architecture, and development teams.
2.1.4 : Assess new service and technology requests and their impact on the operational environment, providing recommendations as required.
2.1.5 : Assist with developing project plans, schedules, estimates, task lists, and resource assignments related to architectural deployments and service delivery.
2.2 : Technical Evaluation & Solution Support
Research and evaluate emerging technology trends relevant to assigned initiatives.
2.2.1 : Evaluate existing services and recommend remediation or modernization opportunities.
2.2.2 : Support proof-of-concept work and limited production rollouts with multi-disciplinary teams.
2.2.3 : Contribute to the design of new IT services, solution papers, and test plans.
2.2.4 : Assist in determining hardware / software requirements to support project objectives.
2.2.5 : Document technical recommendations and provide guidance to management, operations, and project team members.
2.3 : Quality, Change Management & Governance
2.3.1 : Provide quality control oversight on production implementations.
2.3.2 : Ensure compliance with approved change management processes.
2.3.3 : Communicate operational guidelines and policies to clients and interpret how those guidelines support business operations.
2.3.4 : Identify and raise issues, risks, or impediments, offering recommendations to mitigate impacts.
2.3.5 : Provide tracking and reporting of time, deliverables, and status as required.
3 : Additional Project & Engagement Details
3.1 : Residency Requirement : Resource must reside in Canada for the duration of the contract.
3.2 : Location : Hybrid
3.2.1 This resource will primarily work remotely; however, this role is considered Hybrid as the resource may be required to attend meetings or work sessions in office on reasonable notice from the Province (possibly every few months). At the time of providing such notice, the Province will advise of the expected duration of any such meetings or work sessions. However, time to travel and any associated expenses to and from Edmonton and / or travel within Alberta will be at no cost to the Province.
3.2.2 When working remote hours all data must remain within Canada
3.3 : Working Hours : The expectation is for the resource to work 8hr per day (staying in budget) but will be expected to attend online meetings and available to answer questions as required during business hours.
3.4 : Equipment : Resources must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD / remote-related software will be installed on the resource's computer.
3.5 : Scoring Methodology :

3.6 : Incumbency Status : No incumbent in this role.
3.7 : Security Requirements : The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.
3.8 : Mandatory Training Courses - Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act, Security / Cybersecurity, Information Management, Respect in the Workplace and Health Information Act (HIA). There may also be other mandatory and / or optional training.
