Reporting to the Manager, Capital Budgets and Reporting, the Senior Financial Analyst (Analyst) has departmental-wide responsibilities for preparing Expenditure Forecasts, Business Cases, Financial Management Board submissions, Public Accounts Submissions and assists in preparing the annual Business Plan.

Additionally, this position is responsible for providing strategic advice and support to departmental managers and staff.

The Analyst is responsible for the development of financial procedures, internal controls, regional and divisional audit verification strategies, and expenditure management reporting systems within the department to ensure a timely and effective responses to the capital reporting requirements of the Department of Community and Government Services and the Government of Nunavut (GN).

This includes the Five-Year-Capital Plan, Quarterly Capital Variance and Outlook and various Year End requirements, as well as third party funding reporting.

This position ensures that the department complies with legislative authority and standard practice as outlined and stipulated in the Financial Administration Act, detailed in the guidelines, procedures and directives of the Financial Administration Manual and the Financial Procedures Manual of the GN.

The Analyst plays a key role in the verification of third-party claims and assists in gathering necessary information for the purposes of meeting all reporting requirements under third party funding obligations.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized undergraduate degree in Business Administration / Commerce, Finance / Accounting or related field, plus three (3) years related budgeting, accounting and financial management experience.

The completion of a recognized professional accounting designation (CPA) would be considered an asset.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut.

Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
