The City of Toronto’s Indigenous Affairs Office is seeking a Training and Development Consultant who will support learning solutions that will help staff in the Toronto Public Service advance the City’s Reconciliation Action Plan.

The role involves assessing, designing and developing learning solutions, in collaboration with Indigenous partners that will help learners acquire knowledge, skills, and competencies related to Indigenous cultural safety and contemporary truths.

What can I expect to do in this role?

  • Implement detailed plans and recommend policies / procedures regarding program specific requirements.
  • Conduct research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Supervise, motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Provide input into and administer assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Design, develop and deliver training in collaboration with Indigenous partners, including Indigenous specific approaches, for managers and frontline staff that includes systems and controls, legislative and mandatory requirements and provincial compliance standards, while broadening the Toronto Public Service’s understanding of Indigenous opportunities.
  • Model leadership behaviours in the workplace and in the classroom and influence staff to demonstrate corporate values, climate and tone;

creates and maintains a positive and professional learning environment.

  • Set the standard and expectations through example in conduct, work ethic, integrity and character.
  • Identify training and development needs within the organization through consultation and collaboration with internal and external resources and partners, including Indigenous communities, and designs innovative and creative solutions to meet evolving learning / training needs.
  • Support the division in improving job performance through training solutions and mentor frontline supervisors to support them in coaching their staff.
  • Work proactively and collaboratively with the management team to complete needs assessments, assess and identify root cause of performance issues and to resolve performance gaps and ascertain if training is an appropriate action / response to ensure service objectives are met.
  • Consult with managers and supervisors to identify required and actual performance, complete needs assessments in cooperation with managers and staff to ensure that gaps in knowledge and skills are addressed and set targets and identifies outcomes.
  • Develop and conduct training evaluations and related activities, e.g. focus groups, surveys, questionnaires and analyze data to improve staff’s knowledge, skill acquisition, and technical training;

measures staff learning and increase in knowledge from the training and review behavioural change and performance improvement after applying skills / training.

  • Deliver training in response to the outcomes of analysis and evaluation of divisional statistics, policies / procedures, quality assurance and performance measurements.
  • Develop and implement plans for complex training projects, ensure contingencies, identify problems and take action.
  • Utilize a variety of training methodologies, techniques, concepts, learning tools and practices to ensure maximum effectiveness of training programs, catering to all learning styles.
  • Provide leadership by coordinating and facilitating management level strategic planning meetings for committees and workgroups;

meet with management to develop structure and process to ensure meeting objectives are met.

  • Support the manager in creating and implementing a multi-year staff training plan for all divisional staff positions and identification of skills gaps.
  • Carry out the maintenance of training records for the division’s staff and provide the Manager with regular updates.
  • Support organizational development with various staff development programs to identify organizational performance gaps and to develop a strategic response that supports the individual and the organization.
  • Work collaboratively on strategic business areas to support implementation of divisional initiatives and addresses matters pertaining to training and knowledge management.
  • Support divisional initiatives and provide subject matter expertise pertaining to learning aids, presentations methods, communication and adult learning principles.
  • Monitor vendor performance to ensure training services are carried out in accordance with the specified terms and conditions and authorize payment to vendors within delegated signing authority.
  • Undertake research and analysis on issues related to workplace training and leading training practices in the division.
  • Represent the division at public meetings of industry stakeholders, community groups, social agencies and business organizations.
  • Ensure all training provided to staff is documented in the City’s online learning inventory, ELI; ensure training is also captured for all staff in ELI.
  • Stay abreast of new and developing adult education / training methods and practices as well as new legislation and revised policies and procedures.
  • Develop and maintain contact with other organization development professionals and is familiar with current theory and practice in the field.
  • Create learning content for a variety of delivery methods including instructor led classroom training, eLearning, multimedia programs, WebEx virtual training and other computer-aided instructional technologies.
  • Become involved in the design and development of eLearning content / curriculum for specific learning programs related to training deliverables, where relevant.
  • Compile information, prepare statistical reports and other confidential material.

What do I need to succeed?

  • Lived experience as a First Nations, Inuit or Métis person, and experience working with Indigenous Peoples, communities, and / or organizations.
  • Post-secondary education in a professional discipline pertinent to the job function, including areas such as Indigenous governance, Indigenous studies, Indigenous social work / public health, human resources, adult learning, education, training and development, combined with relevant project management experience, or an equivalent combination of education and experience.
  • Experience in needs analysis and research in order to develop new training or improve existing training.
  • Experience designing, developing, and delivering engaging training courses, programs and curricula (e.g., instructor-led in-class sessions, webinars, self-directed : e-learning, reference guides, readings, presentations, etc.

utilizing instructional design methodologies and adult education principles which support truth, justice and reconciliation.

  • Experience working with First Nations, Inuit and Metis Peoples using trauma-informed approaches to learning, engagement, mediation, and facilitation.
  • Knowledge of the principles of adult learning and best practices of instructional design.
  • Experience working with diverse internal teams and external partners to deliver training & education needs to enhance Indigenous education in the Toronto Public Service.
  • Project or event management experience including implementing multiple projects with conflicting deadlines, analyzing and evaluating projects, monitoring and tracking progress, and communication to partners, stakeholders and senior management.
  • Excellent organizational and time management skills, including attention to detail, ability to set priorities, ability to meet deadlines and ability to deal with conflicting priorities.
