The Senior Negotiator for the Department of Executive and Indigenous Affairs is a pivotal role located in Yellowknife, tasked with leading the negotiations on specific areas, for example lands, transboundary, self-government, that will lead to the completion of land and resource, and self-government agreements between Aboriginal groups and the GNWT and the federal government. Reporting to the Director, Negotiations, this position operates within a high-pressure environment where negotiations can impact the constitutional status of treaties and Aboriginal rights. The Senior Negotiator must strategically support or guide negotiating teams, support or oversee consultation processes, and maintain the integrity of the GNWT’s mandates, all while addressing the unique challenges posed by each negotiation.
The Senior Negotiator must possess a comprehensive understanding of lands, resources, and self-government agreements, including their intent, purpose, and implications. Key abilities include knowledge of land administration systems and procedures, advanced negotiation techniques, conflict resolution strategies, and the ability to work effectively in high-stress environments while demonstrating tact and diplomacy. Strong analytical skills to facilitate the assessment of complex proposals and their financial and political ramifications are important. Additionally, proficiency in communication - both oral and written - is critical for articulating GNWT positions and fostering constructive relationships. Familiarity with the GNWT’s policies, negotiating mandates, and consultation framework is expected to develop within the first six months of employment.
Typically, the qualifications for the Senior Negotiator would be attained by the successful completed of a degree in social sciences along with formal training in negotiation skills and conflict resolution with 2 years of directly related experience in negotiations.
