Section Information & Requirements :

The position is responsible for the analysis, review, and processing of Municipal Accommodation Tax (MAT) / Short Term Rental (STR) remittances (automated and manual), associated transactional revenue files, payments and supporting data (for applicable rebates and exemptions), in accordance with the applicable municipal code sections and supporting by-laws.

  • Considerable experience in financial program operations and / or tax policy analysis at the municipal or other public sector level including the research, analysis and interpretation of data.

  • 2 Permanent Vacancies – Municipal Land Transfer Tax (MLTT) and Municipal Non-Residential Speculation Tax (MNRST) Unit

    This position is responsible for the analysis, review, and processing of MLTT / MNRST remittances (automated and manual), associated transactional revenue files, payments and supporting data (for applicable rebates and exemptions), in accordance with the applicable municipal code sections and supporting by-laws.

  • Considerable experience in financial program operations and / or tax policy analysis at the municipal or other public sector level including the research, analysis and interpretation of data.
  • Experience in preparing comprehensive reports, business case writing and / or policy writing / development
  • This position is responsible for the analysis, review, and processing of VHT assessments, associated transactional revenue files, payments and supporting data for applicable declarations and exemptions, in accordance with the applicable municipal code sections and supporting by-laws.

  • Considerable experience in financial program operations and / or tax policy analysis at the municipal or other public sector level including the research, analysis and interpretation of data.
  • Experience in preparing comprehensive reports, business case writing and / or policy writing / development
  • Major Responsibilities :

  • Reviews divisional policies, processes, procedures and systems, evaluates exposure to risk, report findings and recommendations and / or develops improved / enhanced internal controls and new workflow processes.
  • Administers correspondence regarding MAT / STR, MLTT / MNRST, VHT issues to taxpayers, identifying and documenting issues and liaising with stakeholders to recommend effective resolutions. Prepares balancing reports and reconciles year end files.
  • Analyzes billing information, i.e. accuracy of MAT / STR, MLTT / MNRST, VHT as part of Billing process, and reviewing accuracy of information on bill.
  • Reviews accounts as part of the audit process in response to inquiries from ratepayers / consultants / lawyers / internal staff and other stakeholders requesting clarification of account.
  • Analyzes, monitors and provides status reports regarding operating budget accounts and revenue accounts.
  • Prepares analysis of MAT / STR, MLTT / MNRST, VHT reporting, determines allocation of exemptions to the levying bodies and reconciles adjustments on TMACS including interest recalculation.
  • Reviews existing / new policies. Develops, implements, monitors and maintains procedures. Reviews current situation in the Revenue Policy and Financial Analysis section for further changes / improvements to operating procedures due to changes with Provincial / Municipal regulations and programs.
  • Prepares cost / benefit analyses and business cases as necessary for corporate or various divisional initiatives and for implementation of new or enhanced processes stemming from the introduction of new Ontario Regulations, changes in the City of Toronto Act and the review of best practices.
  • Verifies accuracy of data and MAT / STR, MLTT / MNRST, VHT in the quarterly / annual reports. Prepares information for forecasting revenue budgets.
  • Prepares schedules for Operating budget, City Expenditures budget and City Revenue budget. Prepares forecast of MAT / STR, MLTT / MNRST, VHT revenue for cash flow purposes. Prepares allotment schedules for revenue / expense items and year-end forecasts.
  • Co-ordinates the Section's financial analysis activities. Analyzes MAT / STR, MLTT / MNRST, VHT related billing problems and makes recommendation for resolution.
  • Prepares and reconciles journal entries for charges added to the tax roll, e.g. MAT / STR, MLTT / MNRST, VHT levies and charge-backs to accounts.
  • Ensures compliance of internal control procedures for MAT / STR, MLTT / MNRST, VHT billing. Makes recommendations for amended internal control procedures, in consultation with internal audit.
  • Reconciles tax bill / statement amounts billed against subsidiary ledger including payments / outstanding totals. Investigates discrepancies and verifies problems are resolved, e.g. computer program errors. Reconciles the assessment base value changes to the billing totals, investigates and reports on discrepancies.
  • Analyzes accounts and bills such as providing support and feedback in the development and design of bills, brochures and application forms associated with tax billing, ensuring appropriateness and correctness of printed tax bills and liaising with contracted printers to ensure same.
  • Monitors the scheduling of billing to determine variance in cash flow projections.
  • Monitors and prepares status report on the unit activity. e.g. analysis of MAT / STR, MLTT / MNRST, VHT and number of accounts billed.
  • Liaises with other areas in Finance regarding revenue / accounting information, Management Services Department, Planning & Budgeting staff regarding budget matters and Corporate Information &Technology regarding system matters, other Municipalities, levels of government and MPAC regarding revenue related matters.
  • Provides interpretation of relevant By-laws and statutes applicable business unit e.g. City by-laws and Municipal / Assessment Acts.
  • Documents internal processes and workflows, prepares & maintains procedural manuals, flowcharts and other documentation for various functions in the Division
  • Analyzes applications to the Treasurer and provides information regarding eligibility in accordance with current legislation. Prepares and provides taxpayers with detailed tax calculation statements as required.
  • Undertakes account analysis and research, documents finding and makes recommendations on validity of complaints filed.
  • Assists with quality assurance and performance audits on divisional program functions, work processes and will introduce customer service enhancement strategies.
  • Prepares reports, briefing notes, draft by-laws and correspondence and prepares / delivers presentations identifying issues, financial impacts and recommendations for Senior Management and Agencies, Boards, Commissions and / or Council.
  • Engages internal / external stakeholders in goal setting aimed at achieving City and / or divisional objectives and tracks performance accordingly. Reports on results as required to Committee and Council, including participation in divisional projects / initiatives.
  • Assists in preparing Requests for Proposal and similar documents, evaluating responses and selecting successful proponents and negotiating service contracts.
  • Interprets provincial and federal statutes, regulations and policy statements, prepares analysis and determines impacts on operations and City policies, recommends legislative / regulatory amendments where necessary, and maintains up-to-date knowledge of all applicable statues and regulations.
  • Identifies system issues, tests system enhancements, advises Supervisor of test results and assists with implementation.
  • Reviews and processes all MAT / STR, MLTT / MNRST, VHT transactions and payment files, and conducts supporting analysis for transactional validation, issue identification and program performance metrics
  • Supports all written and verbal correspondence related to MAT / STR, MLTT / MNRST, VHT programs, with internal and external clients.
  • Supports manual on-site registration transactions (reporting and payment collection) with external law firms, financial institutions, hotel auditors, short term rental platforms and / or property owners.
  • Assesses and executes letters of credit for supporting transactions with internal Risk Management group.
  • Assists and co-ordinates staff training / development, prepares policy statements, payment analysis and facilitates in-service training.
  • Conduct financial analysis for properties under appeal and assesses the City’s exposure by undertaking “what if” options and recommend solutions; prepares financial impacts / briefing notes for Senior Management.
  • Key Qualifications :

  • Considerable experience in financial program operations and / or tax policy analysis at the municipal or other public sector level including research, analysis and interpretation of data.
  • Experience in preparing comprehensive reports, business case writing and / or policy writing / development.
  • Post-secondary education in a discipline relevant to the job function (e.g. Property Assessment, Business, Accounting, Finance, etc.) or an equivalent combination of education and / or related experience.
  • Proficiency in MS Office Suite (e.g. Word, Excel, Power Point, and Access).
  • You must also have :

  • Extensive knowledge of municipal taxation and legislation, policies and practices as they apply to the operations of the division and other legislation affecting municipalities pertaining to the specific program areas.
  • Strong analytical and organizational skills.
  • Thorough knowledge of principles and practices employed in financial analysis of major business and government operations.
  • Ability to use computer based systems such as Visio, Project, Crystal and Info-Maker.
  • Ability to conduct detailed and / or non-structured research or analysis with minimum supervision, within tight deadlines.
  • Analytical, conflict resolution and problem solving skills, with the ability to develop, recommend and implement effective solutions.
  • Ability to establish effective working relationships with stakeholders, employees, client departments, outside agencies and / or politicians and other levels of government.
  • General understanding of project management methodology and standards.
  • Ability to vary work schedule based on operational requirements, and to set priorities, plan and execute tasks.
  • Excellent interpersonal skills to act as divisional representative and to liaise with all levels of staff, other levels of government, legal, cou ncillors, public, and other external contacts in an efficient, discrete and diplomatic manner.
  • Familiarity with government legislation in the areas of Occupational Health and Safety, the Municipal Freedom of Information and the Protection of Privacy Act.
  • Ability to communicate effectively, both orally and in writing, at a professional level with senior management, consultants, staff from across the organization, including elected officials and the public.
