The opportunity :
Research Security is a rapidly developing field across North America, Europe, and Australia. As of 2024, Canada has released both the Sensitive Technology Research and Affiliations of Concern (STRAC) Policy and the National Security Guidelines for Research Partnerships (NSGRP). Both STRAC and the NSGRP have fundamentally impacted Office of Research Security programming.
The Safeguarding Research Analyst is a new position within the Office of Research Security. The incumbent works independently and under the direction of the Program Manager, Research Security and Cannabis, and is responsible in part for Research Security Due Diligence, education and outreach, safeguarding research special projects. Duties include conducting necessary due diligence using open-source investigative skills to inform decision making, working with the Program Manager to provide education and outreach as a team and alone, and providing support for new safeguarding research special projects (e.g. regional security, export control, and controlled access due diligence). The incumbent is trusted with decision-making that may have the potential to impact the University of Manitoba's reputation. This is an in-person position located at the Fort Garry campus.
The qualifications and experience we’re looking for :
- An undergraduate degree is required (preferably in physical, natural, life or political sciences or a related field).
- Master's degree preferred.
- A minimum of three years of related experience in a legal office, university, government department, funding agency, private agency, or foundation required.
- Experience in a research environment, preferably at a major university or college, or government office required.
- Experience with administrative procedures and computer applications required.
- Broad knowledge of technical procedures and terminology commonly used in open source intelligence gathering and safeguarding research activities required.
- Strong working knowledge of research security required.
- Strong working knowledge of Canadian Safeguarding Research standards and regulations (i.e. National Security Guidelines for Research Partnerships, Export Controls, Data Management Strategy, Cyber Security Plans) required.
- Experience in reviewing, reading, and understanding complex policies and procedures and legislative acts and regulations is preferred.
- Experience conducting open-source information gathering and research is an asset.
- An acceptable equivalent combination of education and experience may be considered.
- Strong writing skills for report, letter, and email drafting are required.
- Strong organizational skills and fine attention to detail are required.
- Strong prioritization skills are required.
- Strong interpersonal and oral communication skills are required both one-on-one and in front of groups.
- Proficient computer skills in Microsoft Office are required.
- Demonstrated ability to apply high level critical thinking consistently and effectively, sound decision-making and communication skill in a high volume, fast-paced environment is required.
- Ability to learn new software and open source information gathering programs with limited training and direction required.
- Ability to learn and develop new programs and processes and adapt to changing guidelines and regulations is required.
- Proven ability to work independently and effectively under pressure, manage high volume workloads with competing priorities, and tight timelines, coupled with the ability to adjust to and accommodate constantly shifting work priorities is required.
- Ability to adapt to changing priorities is required.
- Ability to research independently and synthesize learned material for further dissemination required.
- Ability to search for, learn, and employ new cyber hygiene techniques required.- Ability to exercise tact and diplomacy and maintain a high level of confidentiality is required.
- Satisfactory work record, including satisfactory attendance and punctuality, is required.
