Toronto Parks, Forestry and Recreation (PFR) provides exceptional services that are key contributors to the quality of life for all Torontonians. We envision a vibrant city with safe, welcoming and well-maintained parks and trails, and quality recreation facilities and programs supporting diverse needs for active and healthy lifestyles. Designing, building and keeping these assets in good repair, is the responsibility of the Capital Projects, Design & Delivery branch.

Reporting to the Director of Capital Projects Design & Delivery, and collaborating closely with Program Managers in the branch, the Senior Project Manager will lead special projects and support the Director in addressing and resolving project issues and new project requests.

Major Responsibilities :

Project Management and Technical Expertise

  • You will provide support for strategic planning and lead implementation of the Branch’s 5-Year strategic plan, ensuring its alignment with the Divisional and City’s strategic plan and objectives and identifying clear goals and actions.
  • You will provide oversight to implement the plan and create a dashboard to monitor the plan’s implementation.
  • You will provide leadership and direction to projects, developing project statements, detailed work plans, project charters, governance structure, schedules, budget and staff resource plans and training material to support the Project Management Framework.
  • You will bring procurement expertise for City-wide contract management and collaborate with PMMD and management staff of the Branch to identify and implement procurement strategies focused on improving efficiency.
  • You will oversee the tracking of multi-year consulting and construction rosters and contracts, ensuring expirations are properly managed and that renewals are proactively handled by the Roster Captains.
  • You will lead the development of Key Performance Indicators (KPIs), ensuring monthly reporting and collaborating with the technology team to create an interim KPI dashboard.
  • You will prepare and maintain a dashboard of key projects and assist the Director in tracking the delivery program and identifying areas that require intervention.
  • You will work with the technology team to prepare monthly updates and reports.
  • You will support and track the project management software implementation for the branch.
  • You will liaise with other departments and branches to document or develop service level understanding and agreements.
  • You will support the development of the capital delivery manual and ensure processes align with best practices.
  • You will work alongside Branch and Divisional staff to drive continuous improvement projects and initiatives.
  • You will ensure that the Director CPDD is prepared with the required briefings and presentation materials relating to the delivery of the projects.
  • You will prepare briefing notes and presentations on various topics and issues, for a wide variety of audiences.
  • You will investigate, review, approve and implement appropriate action(s) for satisfactory resolution for issues, complaints and inquiries from Members of Council and the public.
  • You will develop, recommend and administer the annual budget for the projects you are responsible for, ensuring that the expenditures are controlled and maintained within approved budget limitations.
  • Communication and Stakeholder Management

  • You will leverage your communication skills to effectively navigate our multi-stakeholder environment.
  • You will represent the Branch and the Division while communicating with stakeholders.
  • You will review or prepare committee reports and presentations for senior-level staff and Councillors.
  • You may attend meetings with Councillors, resolve complaints and triage requests for new in-year and emergency projects.
  • In this role, you may also hire and supervise staff including, but not limited to scheduling, assigning, and reviewing work.

    Key Qualifications :

  • Post-secondary education in Project Management, Business Administration, Architecture, Engineering or a related field, and / or an equivalent combination of education and experience.
  • Extensive experience delivering complex projects from inception to completion.
  • Extensive experience in preparing and presenting executive-level presentations and reports.
  • Extensive experience in municipal procurement including preparing RFPs and construction tenders.
  • Superior analytical, interpersonal, problem solving, and conflict resolution skills.
  • Experience working on strategic initiatives and projects is a plus.
  • In-depth knowledge of relevant approvals, permits, acts and regulations.
  • Ability to travel to various City of Toronto sites and locations.
