Job description

Reporting to the Chief Executive Officer, the Chief Financial Officer (CFO) provides progressive executive leadership to a team of professionals within this division and across all divisions within Health PEI. The CFO is an executive leadership position, responsible to advise, provide leadership and support the Chief Executive Officer and the Executive Leadership by providing sound fiscal stewardship, advice and leadership. The CFO ensures that programs and services under this portfolio are delivered in a manner which reflects Health PEI’s strategic direction and goals.

Duties :

  • The CFO provides effective leadership and management of the following program areas : financial management (including budgeting, forecasting and analysis, financial audits, and financial planning), materials management (procurement and inventory control), Medicare administration (including health cards and Medicare payment services), financial administration (including comptrollership functions such as account payable / receivable and financial reporting) and facility and capital planning.
  • Serves as the key representative (in conjunction with the CEO) for Health PEI to advocate for financial support from government presenting the business case and rationale for the requested resources.
  • Provides reports to and works with the Health PEI Board of Directors, including subcommittees, on a frequent basis to support effective financial governance for the organization,
  • Leads the development of strategic facility planning and capital projects for the $464 million of infrastructure assets within PEI’s health system for capital projects through all stages of the project lifecycle, including conceptual service and space planning, capital budget estimating, owner representation in design development and construction, execution (budget and schedule control) and project close out and evaluation.
  • As a member of the Executive Leadership Team (ELT), the CFO provides high quality advice, assistance and information to the Chief Executive Officer, Board of Directors, ELT, and other divisions pertaining to strategic and operational planning. The CFO uses evidenced based clinical practice research, trend analysis, demographics, policy and practice standards both inside and outside the system to inform the strategic directions of Health PEI and the division.
  • Builds partnerships with key stakeholders (including Treasury Board Secretariat and Government Financial staff, hospital foundations, community groups, and operational leaders across Health PEI) to promote Health PEI’s strategic vision and mandate.
  • The CFO is responsible for reviewing and contributing to the drafting / amending of legislation as well as developing, drafting and coordinating any policies related to divisional operations.
  • Provides guidance and leadership on financial and contract administration, including application of and compliance with Treasury Board policies to Health PEI. This includes provincial policy and procedure decisions, system support, and leadership to operational areas with financial resource challenges.
  • Represents Health PEI at various provincial, regional and federal / provincial / territorial meetings, advisory committees or working groups on matters related to the CFO’s portfolio, or as otherwise assigned by the Chief Executive Officer or the ELT.
  • Impacts and influences the financial management and administration practices of over 150 healthcare leaders across Health PEI
  • Provides strategic vision and leadership in the development and implementation of procurement and supply chain initiatives that support business operations in order to improve cost effectiveness and the quality of healthcare services.
  • Coordinates annual operating and capital budgets in a timely fashion while addressing fiscal targets and organizational priorities, including the preparation of the budget briefing package for the Minister.
  • Provides leadership and guidance to the CEO and the Executive Leadership Team on contract negotiation strategy including identify issues and clarifying Health PEI requirements.
  • Overall responsibility and accountability for a budget of approximately $9.2 million. The CFO is responsible for regular monitoring of monthly budgets, allocation of resources, and ensuring cost effectiveness of services.

Minimum Qualifications :

  • University Degree at the bachelor’s level in Business, Healthcare Administration or a related discipline
  • Chartered Professional Accountant designation- required.
  • Leadership and / or Management Training (within formal education or in addition to)
  • 10+ years of professional financial management experience at a senior level, preferably including management within the health care field
  • Extensive (5+ years) of experience in managing strategic initiatives, delivery of services or programs to clients and / or public are required, with preference for experience in health or social program delivery.
  • Extensive (5+ years) of experience and knowledge in the area of program development, coordination, delivery and evaluation processes, the health system in PEI and human resource planning and management
  • Extensive (5+years) experience working with government and non-government agencies, unions and other stakeholders.
  • Extensive (5+ years) experience with corporate financial reporting systems
  • Demonstrated skill and success in establishing relationships and partnerships with key stakeholders internal and external to Health PEI
  • Demonstrated success in working collectively, collaboratively with teams and in team development.
  • Extensive experience in negotiating with internal and external stakeholders.
  • Extensive experience in establishing, monitoring and controlling the appropriate adherence to public sector purchasing guidelines.
  • Excellent organizational and communication (written and verbal) skills, strong interpersonal, leadership, conflict resolution, collaborative skills and the ability to plan and think strategically.
  • Knowledge of various computer programs (word, excel, PowerPoint, etc.) and the clinical information system.
  • Other Qualifications :

  • Canadian Health Executive designation is an asset.
  • Knowledge of Oracle, People Soft, Excel, business objects, and other computer programs is an asset.
  • A master’s degree in healthcare administration, Public Administration or related field is considered an asset.
  • Salary Range : $68.48- $85.62 per hour (Level 30)

    Bi-Weekly Hours : 75 Hours Bi-Weekly / Mon - Fri
