Job Summary
POSITION SUMMARY
As a key member of the Human Resources team and reporting to the Chief, Human Resources Officer, the Human Resources and Volunteer Services Manager acts as a leader, resource, and mentor to a team of HR professionals by way of providing strategic and day-to-day leadership to achieve strategic and operational goals. The manager will be a seasoned innovative leader with demonstrated experience working in a complex multi-unionized environment. The successful incumbent will possess a thorough understanding of the importance of strategic and collaborative HR practices and partnerships. As an excellent communicator and relationship-builder, the Manager, Human Resources and Volunteer Services understands that service excellence is delivered by employees and volunteers who are both engaged and empowered. You will bring to this role a broad, generalist background, with experience in employee & labour relations, recruitment, onboarding, and compensation and benefits, with a passion for growing, developing and leading teams.
RESPONSIBILITIES
Directly manages 12 employees within Recruitment, Employee & Labour Relations, Compensation & Benefits, Health, Safety & Wellness, Administration, and Volunteer Services roles Manages day-to-day departmental operations to meet organizational goals and priorities in collaboration with internal and external leaders and stakeholders. Contributes to the development of a high performing HR team while ensuring service delivery aligns with best Human Resources practices. Act as a mentor for HR team members and plays an integral role in developing talent. Provides leadership to the HR Advisors on Employee / Labour relations matters; performance management, attendance support, workforce planning, dispute resolution, grievance management, mediation collective bargaining and litigation matters. Provides consultation and support to operational leaders in the achievement of compliance with legal and regulatory, collective agreement language and HR best practices. Collaborates with Hospital partners to review, design and implement policies to develop program initiatives and help support and sustain HR best practices. Oversight and accountability to develop strategies to support achievement of objectives relating to recruitment, retention, performance and engagement. Ensures management and staff are informed of ongoing HR programs and issues. Collaborates in the development of departmental goals and objectives : aligns programs, projects and activities to facilitate achievement of established organizational goals. Develops and reviews hospital-wide Human Resources practices, policies and guidelines to ensure they are relevant and updated and develops and implements regular strategies for improvement. Oversight of the Volunteer Services program, driving initiatives to attract and retain engaged volunteers in support of a positive patient experience. Collaborates in budget preparation and implementation of financial and program initiatives.
SKILLS AND QUALIFICATIONS
Minimum of 5+ years of progressive, senior human resources leadership and management experience within a complex, unionized and public sector environment, preferably in the healthcare sector. Proven experience with strategic HR planning, while maintaining a hands-on approach in ensuring effective day-to-day HR operations is essential. Previous experience in overseeing volunteer programs is an asset. Previous experience leading a team including : coaching, mentoring and building a team. Demonstrated talent for building relationships, fostering collaboration, leading transformational change and exploring innovative approaches to building human resources structures and practices. Expertise in labour relations and the collective bargaining process. Solid working knowledge of all relevant legislation (ESA, Ontario Labour Relations Act, Hospital Labour Disputes Arbitration Act, Human Rights Code, and the Occupational Health and Safety Act) Effective consultation skills to foster collaborative working relationships among hospital staff, volunteers, HR team members and union partners. Excellent decision making skills with the ability to form and defend independent judgement with the ability to influence others and outcomes. Excellent organizational and time management skills are key to support your work in a fast paced healthcare, multi-union environment while managing, balancing competing priorities. Proficient in MS Office required, working knowledge of Meditech, Microsoft Teams Ability to deliver a strong vision of values-based, patient centered service delivery model.
EDUCATION AND REGISTRATION
University or College degree / diploma in Human Resources, Industrial Relations or a related discipline or equivalent combination of education and experience. Certified Human Resources Leader (CHRL) designation required.
