STATUS: Permanent

JOB POSTING NUMBER: 3868

POSTING PERIOD: From June 3 to June 15, 2026

WORK LOCATION: 3131, Boulevard Saint-Martin Ouest, 5th floor, H7T 2Z5

As the third largest city in Quebec, Laval is undergoing a transformation to provide its citizens with a modern, integrated, and high-value service experience.

The challenges that await you

Reporting to the General Director, this Deputy General Directorate brings together the following services: the Citizen Experience Service, the Communications and Marketing Service, the Registry Service, the Judges' Office, the Government Affairs Office, as well as all political stakeholders.

As a member of the senior management team, you are the central strategic pivot of the administrative relationship with all political stakeholders, ensuring a credible, influential interface aligned with organizational priorities.

You provide structuring leadership in implementing the strategic priorities of the General Directorate, ensuring their alignment and translation into coherent actions across the organization.

In this context, your main mandates consist of:

  • Ensuring a constant alignment between political orientations and their administrative implementation, in close collaboration with decision-making bodies;
  • Actively contributing to the implementation of strategic orientations, notably the transformational lever of the citizen experience, and supporting their deployment across your portfolio, in close collaboration with other units and senior management members;
  • Carrying an integrated and ambitious vision of the citizen experience, positioning the citizen at the heart of decisions and ensuring the coherence of interactions between the City and its population;
  • Orchestrating major citizen digital evolutions;
  • Illuminating and influencing decision-making bodies by providing an integrated reading of strategic and organizational issues;
  • Ensuring sound governance of your portfolio by making strategic recommendations regarding orientations, priorities, objectives, and budgetary frameworks;
  • Exercising mobilizing leadership among your teams by fostering employee development, highlighting their expertise, creativity, professional well-being, and sense of contribution to the mission.
The ideal profile for us
  • Hold a bachelor's degree in a relevant field for the position;
  • Hold a master's degree in management (an asset);
  • Have fifteen (15) years of relevant experience in large organizations, ideally in the municipal sector or in environments highly exposed to political-administrative issues, including significant management experience;
  • Successfully led large-scale and strategically significant mandates in comparable organizational contexts;
  • Possess recognized experience in modernizing practices and leading transformational initiatives;
  • Have significant experience collaborating with elected officials and a good understanding of their realities and issues.

  • Competitive annual vacation;
  • 5 personal days annually;
  • 16.5 public holidays per year including several days off during the holiday season;
  • Comprehensive group insurance;
  • Defined benefit pension plan;
  • Employee assistance program (EAP);
  • Priority access to a CPE daycare.

Only those who meet the requirements will be contacted.
