Position Summary
Responsible for the management of the Licensing & Parking Services Branch including operational and program planning stakeholder relationship management financial management and people leadership. Ensuring the Citys on-street and off-street parking operations and various licensing programs are maintained managed enforced and postured for future development. As a member of the Departments management team leads and / or participates in Department or City-wide projects and special initiatives.
Key Duties & Responsibilities
- Contributes to the development of the Departmental long-term planning and broader annual plan.
- Leads the development and implementation of the annual Licensing & Parking Services branch operational plan in the context of both the City and Department plans.
- Ensures development of policies systems and procedures across all areas of mandate
- Leads the development of the branch budget.
- Ensures that there is timely and accurate forecasting and ongoing analysis of the Branch budget and expenditures and where necessary ensues proactive mitigation strategies are developed and implemented.
- Provides advice guidance and information on area of subject matter expertise to senior City leaders.
- Meets with community representatives partners and other stakeholders (i.e. taxis brokers and license holders Regina Humane Society Regina Police Service SGI) to plan licensing program and services and resolve service issues.
- Leads the development of an annual Branch-wide workforce plan with a focus on identification of the necessary human resources both in terms of capacity and competency.
- Provides direct leadership mentoring training and coaching of the Branch supervisors coordinators and other staff.
- Ensures that licensing and parking services policies procedures and practices are developed maintained and adhered to.
- Monitors and reports on performance targets.
- Reviews plans measures progress and evaluates plans on a continuous basis and assigns / reallocates resources based on priorities.
