Nasittuq provides Operation & Maintenance services for the North Warning System (NWS). The NWS is a joint Canada and United States early-warning radar system with 47 sites located in Northern Canada; a Control Centre and Support Centre located in North Bay, ON and a Contract Management Office located in Ottawa, ON.

SCOPE :
The Buyer is responsible for the procurement of materials for the North Warning System (NWS) Contract at the CMO location (Ottawa). This position provides technical direction to purchasing groups to ensure the procurement of goods and services are the best value based on price, quality, and timely delivery and are within the guidelines of the NWS contract.
RESPONSIBILITIES :
Reviews, approves, or recommends for approval purchase orders in support of day-to-day, AWR (projects), and sealift after verifying them for conformity to policy procedures and good business practices.
Supports the Contracts Department in requests for quotation / proposal for Standing Offer Agreements, evaluating submissions, making recommendations for award, assisting in implementation, and managing agreements through purchase orders.
Conducts vendor evaluations and analysis, including vendor audits, corrective action with vendors, and maintaining vendor evaluation and selection criteria documentation.
Identifies inventory control system requirements related to the purchasing function and coordinates updates or corrective actions as needed.
Assists in the procurement of sealift and AWR (projects) material and establishes northern suppliers with bid and purchase documentation.
Ensures that purchased items requiring special handling are delivered to sites according to WHMIS, TDG, and hazardous material guidelines.
Performs other duties / projects as assigned to support the overall program and mission of Nasittuq.
QUALIFICATIONS : EDUCATION :
Post-secondary education in Supply Chain Management, Logistics, Material Management, or a related field.
Completion of Level 2 of PMAC is preferred.
An equivalent combination of education and experience will be considered.
EXPERIENCE :
Minimum five years of related experience in a high-volume purchasing, materials management, or logistics environment.
KNOWLEDGE, SKILLS & ABILITIES :
Demonstrated knowledge of procurement methods.
Strong analytical, problem-solving, and decision-making skills.
Excellent organizational and time management skills, with the ability to adapt and manage priorities effectively.
Strong computer skills (Microsoft Office), with proficiency in written and verbal communication.
Strong teamwork skills with the ability to develop and maintain internal and external relationships.
Superior interpersonal skills with a customer service orientation.
DESIRED QUALIFICATIONS :
A working knowledge of Maximo, Oracle, and / or Oracle Discoverer would be an asset.
A working knowledge of project management would also be an asset.
WORKING CONDITIONS :
Work is primarily conducted in an office environment.
No travel required.
