Job description

EMPLOYEE GROUP : Management.

DEPARTMENT : Organizational Effectiveness.

REPORTS TO : Chief Operating Officer.

TYPE : Regular, Full Time (33.75 hours per week).

COMPENSATION : $123,218.55 - $149,947.20, 4 weeks vacation, benefits, and OMERS pension plan.

PURPOSE STATEMENT :

Reporting to the Chief Operating Officer, the Director of HR provides strategic leadership to the organization on all aspects of Human Resources. The Director develops, executes, and measures HR strategies, processes, and organizational objectives and aligns them to the FACS Strategic Plan to affect organizational outcomes.  As part of the Senior Leadership Team, the Director of HR will have strong leadership, collaboration, and problem-solving skills to foster a workplace where employees work to their highest level of service.  This role will have a particular focus on labour relations, recruitment, training and development, health & safety, performance management, and continuous quality improvement.

MAIN DUTIES AND RESPONSIBILITIES :

Labour Relations :

  • Provides expertise, support, and advice on matters related to the Collective Agreement interpretation, labour legislation, relations, and practices.
  • Monitor compliance with the Collective Bargaining Agreement and recommend strategies for addressing issues proactively.
  • Provides strategic and proactive leadership, advice, and guidance on employee / labour relations issues to foster a collaborative work environment and meet the evolving needs of the organization.
  • Leads the collective bargaining process, including developing parameters for a Board mandate for collective bargaining and providing leadership to the management bargaining team, drafting proposals to negotiate a fair agreement.
  • Good knowledge of dispute resolution approaches and lead the grievance process from initial response to resolution, including investigations, preparing for grievance meetings, mediation, and representing the agency in all related meetings and hearings, including arbitration.

Occupational Health & Safety :

  • Provide strategic oversight of the organization’s Health and Safety programs, ensuring compliance with the Occupational Health and Safety Act and other applicable legislation.
  • Oversees the investigation of workplace complaints and incidents and ensures that FACS Niagara employees are treated equitably and that human resource programs are appropriately delivered.
  • Evaluate operational key metrics and develop an action plan to identify areas of excellence and quality improvement.
  • Senior Management Accountabilities :

  • Exemplifies and inspires behaviours, actions, and attitudes that are consistent with FACS vision, mission, and values.
  • Contributes to the development of the Strategic Plan with a focus on Human Resources Management and Operational planning.
  • Ensures all necessary human resource policies, programs, and procedures are developed and implemented in accordance with relevant legislation, agency accreditation, and provides leadership on human resource issues and initiatives in line with the leader’s functional areas of responsibility.
  • Ensures the proper monitoring and controls are in place to minimize errors and ensure the security of Human Resources Employee data to mitigate risk and negative consequences.
  • Design, implement, maintain, and evaluate all human resource programs; approve human resource program delivery expenditures within delegated approval guidelines.
  • Ensures the effective and efficient distribution and utilization of HR department staff based on the established productivity levels, program goals and guidelines, and values of FACS Niagara.
  • Holds people accountable to standards of performance, including conducting annual performance appraisals that support staff in establishing and attaining performance goals.
  • Organizational Development and Training :

  • Ensures that staff orientation, learning, and development plans are in accordance with FACS policy, procedure, and guidelines.
  • Ensures recruitment, performance evaluation, coaching, discipline, and termination, where necessary, are according to Human Resources policy and within the context of the collective agreement.
  • Relationship Management :

  • Establishes and maintains highly effective critical relationships and networks with internal and external partners, including community and professional agencies and institutions, funders, governments, and the Board of Directors on behalf of FACS Niagara.
  • Represents FACS Niagara in critical situations while employing exceptional problem / issue resolution and consensus-building skills to manage and direct divergent views to ensure the most beneficial, collaborative outcomes.
  • Establishes and maintains meaningful connections with others that are directed towards the sharing of values and opportunities for collaboration while building rapport and establishing / developing credibility of the FACS Niagara.
  • Other Related Activities :

  • Identifies budget requirements and manages the department budget in accordance with identified needs, departmental priorities, and the strategic directions and priorities of FACS.
  • Ensures own and department staff expenditures adhere to FACS policies.
  • Participates in mandatory learning / education to maintain and update skills and knowledge as required.
  • Participates in internal and / or external committees as required.
  • Leads, facilitates, or participates in special projects and performs other duties as required.
  • KNOWLEDGE, EDUCATION, EXPERIENCE, SKILLS, ATTRIBUTES :

    Qualifications :

  • Minimum 5 years of experience in a senior HR role, which has included labour relations, preferably with experience in a not-for-profit organization.
  • University Degree in Human Resources, Industrial Relations, or other similar field of study.
  • Must hold a current CHRP or CHRL designation and be a member in good standing with the Human Resources Professional Association (HRPA).
  • Experience leading collective bargaining negotiations.
  • Superior interpersonal and coaching skills and excellent conflict resolution abilities.
  • Advanced knowledge of legislation governing human resources and labour relations, such as the Employment Standards Act, Labour Relations Act, Pay Equity Act, Human Rights Code, etc.
  • Knowledge and usage of HRIS systems.
  • General Skills and Attributes :

  • Ability to use MS Office applications (e.g., Word, Excel, Outlook, PowerPoint, etc.).
  • Advanced knowledge of effective strategic planning, research, policy processes, and evaluation techniques, and proven ability to lead change and find creative solutions.
  • Exceptional ability to think analytically with attention to detail in highly important matters in the presence of frequent interruptions, and act with integrity and trustworthiness.
  • Advanced critical thinking skills.
  • Ability to communicate in French or another language is an asset.
  • Efforts and Working Conditions :

  • Work is primarily performed at a desk in a normal office environment.
  • Intermediate periods of sitting and computer / phone use.
  • The incumbent has the freedom to move about or change position at will.
  • Multi-tasks within a fast-paced, high-volume, and demanding environment.
  • Frequent periods of data analysis and reviewing / proofing of documents.
  • Continuous interruptions often deal with critical issues.
  • Absorbs and interprets information from multiple parties on a regular basis.
  • Required to listen to and reconcile multiple points of view being discussed / presented.
  • Participates or leads meetings where differing viewpoints are being presented.
  • Regular travel to FACS Niagara sites or within the region.
  • Occasional travel outside the region is required.
  • Regular requirement to work evening and / or weekend hours for Board and Committee meetings, etc.
