About the Opportunity
The Manager, Payroll reports to the Director, Finance, and is responsible to manage and oversee the overall payroll process and transactions of Nova Scotia Health and the different organizations it serves, including responsibility for the payroll function for approximately 23,000+ employees’ pay, and collaborating with Human Resources and other finance directors regarding payroll-related matters. The Manager, Payroll, will be committed to a high standard of customer service, performance and will provide day-to-day payroll-based expertise and support across the organization to support its strategic mission, vision and goals. The Manager, Payroll, will be directly responsible for the accurate and efficient operation of Payroll ensuring that all employees of NSH (representing in excess of $1.2 Billion in cost) are paid in a timely and accurate manner. In working with the Director, Finance and payroll staff, the manager acts as a key resource by coordinating, planning, and leading the day-to-day activities within the payroll and project teams. These activities include all payroll processing, employee / employer transactions, third party payroll remittances and benefits coordination with HR / HANS. This position is also responsible for providing analysis of payroll data from the Payroll and Financial systems (SAP). This position also has responsibility for the oversight / management of the projects team supporting projects throughout the entirety of the finance department where required.
This position is a Hybrid role, and is eligible for on-site and work from home privileges. Home site must be located within central zone (CZ).
About You
We would love to hear from you if you have the following :
- Certified Payroll Manager (CPM) or Payroll Compliance Practitioner (PCP) required
- Chartered Professional Accountant required
- Minimum 5 years strong management experience and knowledge of payroll service delivery and operations required
- Possesses a solid understanding of the payroll process and key performance indicators
- Strong knowledge of all payroll legislative compliance and remittance issues
- Excellent collaboration, verbal and written communication skills
- Strong analytical, problem solving and conceptual thinking skills
- Strong knowledge of SAP, UKG / Kronos, Time Capture and HRIS
- Experience in engaging, mentoring and empowering teams and stakeholders in a collaborative, participative manner to respond to the mission, vision, goals and objectives of an organization
- Ability to prioritize workload, meet deadlines, and work effectively under pressure with a high level of accuracy and attention to detail
- Demonstrated ability to create and maintain excellent customer service
- Demonstrated ability to build and manage relationships
- Strong management skills and strong conflict resolution skills
- Efficiently delegates the issues to the team members
- Competencies in other languages an asset, French preferred

Compensation and Incentives
45.45 - $56.81 Hourly
