Job description

Power the Future of the Columbia Basin – Join Us as a Senior Manager, Compliance

Columbia Basin Trust is seeking a Senior Manager, Compliance to help power the future of the Columbia Basin. This role is accountable for the continuous maintenance and enhancement of the corporation's pre-existing internal compliance program for three low-impact Bulk Electric System (BES) hydroelectric facilities. The role ensures that the internal compliance program is aligned with Western Electricity Coordinating Council (WECC) Mandatory Reliability Standards (MRS). As a Senior Manager, Compliance, you will serve as a subject matter expert in compliance and provide technical leadership related to all new and impending Critical Infrastructure Protection (CIP) and Operations and Planning (O&P) requirements.

This is a permanent, full-time position based in Castlegar, where you'll enjoy a collaborative and supportive team environment and the unique lifestyle of the West Kootenay region.

Salary Range: $138,800 - $163,100

Reporting to the Vice-President & Chief Operating Officer, Power Operations, you will:

  • Lead MRS compliance by maintaining the internal compliance program and serving as Compliance Officer, CIP Senior Manager, Compliance Contact and the primary regulatory liaison.
  • Develop and maintain compliance frameworks including internal controls, policies, procedures and evidence templates for physical and cyber security.
  • Coordinate technical compliance work with trades, engineering and operations to ensure regulated testing and documentation meet all standards.
  • Manage regulatory obligations, including functional registrations, self‑audits, monitoring programs and official WECC audits.
  • Act as primary contact during WECC audits and coordinate audit responses using established processes, roles and expertise to ensure accurate, timely submissions.
  • Provide compliance leadership to staff and contractors while supporting asset management, facility work and evolving regulatory requirements.
  • Oversee planning and supervision, including budgeting, project delivery, team performance, evaluations and coaching.

What We're Looking For

  • Bachelor's degree in engineering or a related engineering discipline, preferably in electrical engineering.
  • Professional Engineer (P. Eng) designation with Engineers and Geoscientists BC (EGBC) or ability to register with EGBC.
  • 7-10 years demonstrated experience in a related electrical utility role and at least 3 years of demonstrated experience in compliance.
