Job description

Le Centre de santé Tulattavik de L’Ungava est situé à Kuujjuaq. Il dispense l’ensemble des services de santé et services sociaux dans la partie est du Nunavik. Il dessert sept communautés Inuites avec autant de CLSC, un centre pour personnes âgées et un centre hospitalier à Kuujjuaq. Il emploie environ 1,000 employés : administrateurs, professionnels, médecins, dentistes, psychologues, infirmiers, travailleurs sociaux, personnel de soutien, employés occasionnels, etc.

Les communautés du Nunavik sont situées au nord du 55e parallèle où prévaut un climat subarctique. Il entraîne l’existence d’un pergélisol et ne permet aucune agriculture. Le Nunavik est la plus grande région couvrant environ le tiers de la superficie globale du Québec. Aucune liaison routière n’existe entre les communautés du Nunavik et le Québec méridional, ni entre les communautés du Nunavik elles-mêmes. On a accès à cette région et à ses communautés que par avion et par bateau.

Sommaire de la fonction :

Sous l’autorité de la directrice des services communautaires, la personne supervise les diverses activités de prévention et de promotion dans les sept villages de la Baie d’Ungava. La personne supervisera les ‘wellness workers’ de chaque village ainsi que le travailleur communautaire en prévention du suicide. Il / elle travaillera en étroite collaboration avec les personnes responsables des différents programmes / services du CLSC, soit; enfance-jeunesse-famille, services psycho-sociaux, nursing communautaire, soutien à domicile et en particulier l’équipe de santé publique. Il / elle devra s’assurer de la participation des différents acteurs locaux et s’assurera que les valeurs Inuits fassent partie intégrante du programme de prévention et de promotion à l’intérieur des différents points de services CLSC; il / elle devra gérer le budget ainsi que les ressources humaines placées sous sa responsabilité.

Qualifications

Diplôme d’études collégiales en travail social, éducation spécialisée ou administration (une expérience de travail pertinente pourrait être considérée en l’absence de diplomation)

Expérience de travail clinique avec la clientèle famille / enfance / jeunesse ou adulte est un atout

Expérience de 1 an en gestion, débuter ou poursuivre les études en management

Être étudiant ou avoir terminé le cours de gestion de McGill un atout.

Capacité de bien communiquer en Inuktitut

Habilité en planification, communication et négociation, leadership et une bonne capacité de mobilisation d’équipe; être reconnu(e) dans la communauté, aucuns antécédents judiciaires

Capable de travailler aisément avec le logiciel Word, l’internet et de s’exprimer soit en français ou en anglais tant à l’oral qu’à l’écrit

Voyager dans les communautés de la Baie d’Ungava

RÉMUNÉRATION : Les conditions de travail applicables sont celles des cadres du secteur de la santé et des services sociaux;

classe salariale 37 : 80 052$ Min. à 104 067$ Max. / année

PRIME D’ÉLOIGNEMENT : 10 627$ ou 18 732$ / année selon le statut familial

PRIME DE VIE CHÈRE : 3 870$ / année ou plus selon de statut familial

PRIME DE RÉTENTION : 6 000$ à 10 750$ / année selon le nombre d’année de service

Toute personne recrutée au Québec à plus de cinquante (50) kilomètres de la localité où elle est appelée à exercer ses fonctions, aura droit aux sorties annuelles et au logement fourni selon son statut. Peut être appelée à partager un logement ou vivre en transit de façon temporaire.

The Ungava Tulattavik Health Center is located in Kuujjuaq and offers the whole health and social services in the eastern part of Nunavik. Serving seven Inuit communities with an equal number of CLSC, a center for the elderly and the hospital in Kuujjuaq, it employs approximately 1,000 employees : administrators, professionals, doctors, dentists, psychologists, nurses, social workers, support staff, etc.

Nunavik communities are located north of the 55th parallel where a subarctic climate prevails. It implies the existence of permafrost allowing no agriculture. Nunavik is the largest region covering about a third of the total area of Quebec. No road link exists between the communities of Nunavik and southern Quebec, and between Nunavik communities themselves. We have access to the region and its communities by air travel and by boat.

JOB TITLE : HEAD OF PROGRAMS

Promotion, Prevention & Wellness)

STATUS : Mid-manager, permanent full time position (based in Kuujjuaq)

SUPERVISOR : Director of Community Services

STARTING DATE : As soon as possible

Summary of functions :

Under the authority of the Director of Community Services, the person supervising the various activities of prevention and promotion in the seven villages of Ungava Bay. The person will oversee the 'wellness workers' villages and each community worker in suicide prevention. He / she will work closely with those responsible for the various programs / CLSC services or; child-youth-family, psycho-social services, community nursing, home support and in particular the public health team. He / she will ensure the participation of various local actors and ensure that Inuit values are an integral part of prevention and promotion program within different points of CLSC services; he / she will manage the budget and human resources under his responsibility.

Requirements :

College degree in Social Work, Specialized education or Administration (relevant work experience may be considered in the absence of graduation)

Clinical experience working with the adult or family / child / youth clienteles is an asset

1 year experience in management, start or pursue studies in management

Being a student or having completed the McGill Management Course is an asset

Ability to communicate in Inuktitut

Skills in planning, communication and negotiation; leadership and good team mobilization capacity; to be recognized (e) in the community, no criminal record

Able to work easily with Word software, the internet and communicate either in French or English, spoken and written

Traveling in the communities of Ungava Bay

SALARY : Working conditions shall be those applicable to the managers of the Health and Social Services network;

Class 37 : 80 052$ Min. to 104 067$ Max / year

ISOLATION PREMIUM : 10 627$ or 18 732$ / year, as per the family status

HIGH LIVING COST : 3 870$ / year or as per the family status

RETENTION PREMIUM : 6 000$ to 10 750$ / year

A person recruited in Quebec more than 50 kilometers from the locality in which she / he is called upon to perform her / his duties, will be granted annual trips and lodging unit as per her / his status. May be asked to share a lodging unit or live in a transit temporarily.
