Wage Range that the Company Expects to Pay : $10,576.92 - $13,461.54 bi-weekly
SUMMARY
Under the general supervision of the Chief Executive Officer, the Chief of Program of All Inclusive Care for the Elderly (PACE) & Senior Services Officer is responsible for the overall development, planning, implementation, and evaluation of the program. Serving as the primary advisor, the Chief of PACE oversees the medical and social services of the program and ensures effective daily operations. This includes managing personnel across administrative, clinical, operational, financial, and programmatic functions within the PACE setting.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following :
- Oversees and administrates all facets of the PACE Program, including effective planning and implementation of all program operations and negotiates contracts with outside contractors in accordance with the compliance department.
- Develops and manages all external program relations. Represents the PACE Program in the community and on the state and national level and assures positive public relations.
- Develops a PACE delivery model specific to the needs of the Central Coast service area.
- Secures all necessary PACE funding, including start-up funding, Medicare and Medicaid reimbursement, and overall program fundraising.
- Obtains and maintains PACE certification under CMS, as well as any other state or federal laws or rules.
- Initiates and implements PACE strategic planning processes and resources both internally and within the local community.
- Oversees and ensures overall PACE program quality and effectiveness.
- Develops and implements written policies and procedures that govern the operation of Central Coast PACE.
- Oversees, directs and supervises PACE key personnel.
- Provides leadership in hiring of PACE staff.
- Evaluates performance of employees for compliance with established policies and objectives of the organization.
- Helps set the tone of the department to ensure morale, teamwork, and that the positive employment culture of the organization is maintained.
- Regularly schedules leadership and management meetings to provide leadership, development, and a forum for communication.
- Ensures the financial health of the program, including assisting in preparing an annual operating budget.
- Champions developments, improvements and operation of the Electronic Health Record (EHR) system for the program.
- Establishes and maintains an effective system of communication and emphasizes teamwork throughout the PACE program.
- Responsible for development, implementation, and oversight of contracted provider agreements.
- Monitors and evaluates the results of programmatic operations against established objectives.
- Ensures the program is operating in compliance with all governing regulations.
- Establishes and sustains an advocacy role at the local, state, and national levels for community health centers.
- Demonstrates adherence to and observes all safety policies and procedures.
- Demonstrates cultural sensitivity and competence.
- Maintains and adheres to HIPAA, employee confidentiality, and privileged communications.
SUPERVISORY RESPONSIBILITIES
Directly supervises key PACE personnel and may supervise others directly or indirectly.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and / or ability required.
EDUCATION and / or EXPERIENCE
A Bachelor’s degree in health care administration or related field is required. A Master’s degree in a related field is preferred.
Four years of work experience in PACE program, long term care, preferably for an at-risk population.
Strong leadership, management and organizational skills are essential.
LANGUAGE SKILLS
Ability to read and interpret documents. Bilingual in English and another language is preferred.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions.
COMPUTER SKILLS
Experience with word processing, spreadsheets, email, and keyboarding is required.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of current, valid, unrestricted California Driver's License (Class C) is required.
OTHER REQUIREMENTS
Required to pass a criminal history background check and drug screen upon hire.
